Objective and Purpose of the Assignment
- The Asian Development Bank (ADB) is providing transaction technical assistance (TA) facility to the
Republic of Indonesia to support project preparation, project implementation, capacity building, and
policy advice to a series of ongoing and ensuing projects on water security under the agriculture, food,
nature and rural development (AFNR) sector in Indonesia through TA 9951-INO: Supporting Water Security
Investments Facility (Sustainable Infrastructure Assistance Program Phase II Subproject 4). The TA is a
subproject under the TA cluster for Sustainable Infrastructure Assistance Program Phase II (SIAP 2),
financed on a grant basis by the Government of Australia, administered by ADB. The TA facility has the
following outputs: (i) planning, project design and readiness improved; and (ii) project implementation
support, capacity development, and policy advice provided.
Scope of Work
- The consultant will support project preparation, including but not limited to: (i) Development and
Rehabilitation of Irrigation Project (formerly Integrated Participatory Development and Management of
Irrigation Program, Phase 2); (ii) Flood Management and Coastal Protection in Priority River Basins
Project; and (iii) Raw Water Supply for Water Security Enhancement. The TA will also help in exploring
potential investments for blended financing for development of water supply systems, through engagement
with the Ministry of Public Works. - The consultant will also provide support for implementation of ongoing projects such as the
Infrastructure Improvement for Shrimp Aquaculture Project (IISAP); Horticulture Development in Dryland
Areas Sector Project (HDDAP); Flood Management in North Java Project (FMNJP); and Integrated Fishing
Ports and International Fish Markets – Phase 2 Preparation Project (IFP-IFM).
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks:
(i) carry out screening of environmental impacts to identify key issues for assessment and scoping to
determine spatial and temporal scope of initial environmental examinations (IEEs);
(ii) establish environmental baseline and fill data gaps by first-hand tests (cost to be covered
separately) and survey if needed, and clarify applicable domestic environmental regulations, standards
and permits/clearance;
(iii) coordinate with the EA and project team, and base on domestic environmental impact assessment
(EIA) process, review documents to ensure compliance with domestic and ADB requirements as well as
consistency and data sharing between the two;
(iv) assess impacts of project activities on soil, water, air, biodiversity and eco-system, health and
safety, etc. in construction and operation of sample subprojects identified during preparation;
(v) based on the IEEs, develop specific environmental management plans (EMPs) to clarify who do what,
when and how, and include monitoring and training plan;
(vi) help client identify all vulnerable groups, affected people and stakeholders for local disclosure
and consultation, and suitable approach, design public notice and questionnaire, and analyze
consultation feedback and results to feed into the project design and the IEEs/EMPs;
(vii) perform other related safeguard work as needed, i.e. prepare and finalize IEEs and environmental
assessment and review framework;
(viii) assess the institutional capacity to implement the EMP and develop measures to strengthen the
capacity;
(ix) prepare the following formal reports, in addition to any necessary working papers or reports
required for the preparation of the proposed investment projects: (i) EARF; (ii) Project Administration
Manual (PAM sections); (iii) institutional capacity assessment on EMP implementation; and (iv) progress
reports on IEE/EIA;
(x) facilitate focus group discussions and/or stakeholder consultations to review project preparation
and implementation progress;
(xi) provide inputs to the concept notes, Report and Recommendation of the President to the Board of
Directors (RRP), PAM, annexes and supplementary documents for the ensuing project;
(xii) complete any other tasks as may be reasonably requested by ADB or government to support
environmental safeguard activities.
Deliverables: Prepare environmental safeguards due diligence documents, including but not limited to:
(i) screening of environmental impacts for subprojects; (ii) environmental categorization required by
ADB and the government; (iii) environmental assessment and review framework (EARF) to guide the overall
project investments, initial environmental examinations (IEE) for subprojects; (iv) inputs to concept
notes, RRP, PAM, annexes and supplementary documents, including but not limited to detailed activities,
logical framework, cost estimates for project components, implementation arrangements, procurement plan;
and (v) monthly administrative reports; and working group materials, discussion and technical notes as
required.
Minimum Qualification Requirements
The specialist will have at least a required degree in in environmental science, soil and agriculture or
natural resource management or related fields. Knowledge and experience of at least 7 years in impact
assessment related to agriculture and water resources projects in general, and soil conservation and
agro-processing in particular. Experience as an environmental safeguard specialist in at least two ADB
projects will be an advantage. He/she must have experience in preparing environment impact assessment
(EIA) reports and AMDAL studies. Familiarity with the ADB environmental safeguard system is essential.
He/she must have excellent written and oral communications skills in the English language.
