Objective and Purpose of the Assignment

  1. The Asian Development Bank (ADB) is providing transaction technical assistance (TA) facility to the
    Republic of Indonesia to support project preparation, project implementation, capacity building, and
    policy advice to a series of ongoing and ensuing projects on water security under the agriculture, food,
    nature and rural development (AFNR) sector in Indonesia through TA 9951-INO: Supporting Water Security
    Investments Facility (Sustainable Infrastructure Assistance Program Phase II Subproject 4). The TA is a
    subproject under the TA cluster for Sustainable Infrastructure Assistance Program Phase II (SIAP 2),
    financed on a grant basis by the Government of Australia, administered by ADB. The TA facility has the
    following outputs: (i) planning, project design and readiness improved; and (ii) project implementation
    support, capacity development, and policy advice provided.
  2. To achieve food self-sufficiency, which is one of the development priorities of Indonesia government
    for the period 2025-2029, the President of the Republic of Indonesia has issued Presidential Instruction
    No.2 of 2025 on the Acceleration of Development, Improvement, Rehabilitation and Operation and
    Maintenance of Irrigation Networks to Support Food Self-Sufficiency. The purpose of this assignment is
    to support Bappenas in implementing its mandate under the presidential instructions and to support the
    utilization and enhancement of the Integrated Digital Monitoring for Agriculture and Irrigation (IDMAI)
    , a comprehensive monitoring tool to enable continuous assessment of agricultural conditions and to
    serve as a foundation for decision-making and policy formulation for irrigation, for the monitoring the
    implementation of the Presidential Instruction.

Scope of Work

  1. The services will assist the Directorate of Water (DWR), BAPPENAS in (i) implementation of its tasks
    as mandated by the Presidential Instruction on Irrigation; (ii) optimizing the utilization of updating
    the role sharing matrix for irrigation development and management; (iii) reviewing the regulatory
    framework related to irrigation projects and identifying priority investments in the irrigation sector;
    and (iv) supporting the formulation and processing of the proposed Development and Rehabilitation of
    Irrigation Project.

Detailed Tasks and/or Expected Output

The consultant will undertake the following tasks:

(i) Identify detailed activities for implementation under the Presidential Instruction on Irrigation;
(ii) Design the monitoring and evaluation framework for the implementation of Presidential Instruction
on Irrigation;
(iii) Review the existing IDMAI system especially from the perspective of implementing the Presidential
Instruction on Irrigation;
(iv) Develop the roadmap for further improvement of IDMAI to address the government’s needs;
(v) Review relevant policies and regulations in the irrigation sector including new policies that are
being formulated and to analyze the implications of them in the future directions of irrigation
development and management in the country; and
(vi) Support the formulation and processing of the proposed Development and Rehabilitation of Irrigation
Project by contributing to project documents and missions.

Deliverables. (i) Monthly report of the implementation progress of the Presidential Instruction on
Irrigation; (ii) Design of the monitoring and evaluation of framework for the implementation of the
Presidential Instruction on Irrigation; (iii) Roadmap for continuous development of the Integrated
Digital Monitoring for Agriculture and Irrigation (IDMAI) for the next 10 years (2025-2035); (iv) A
paper on policies and regulatory frameworks in the irrigation sector and challenges, opportunities, and
recommendations for the future directions of irrigation development and management in the country; (v)
Inputs to the project documents of proposed Development and Rehabilitation of Irrigation Project and
other inputs as requested by BAPPENAS and ADB.

Minimum Qualification Requirements

TThe consultant should have at least 10 years of experience in system development and or project
monitoring and evaluation for irrigation management, and hold at least bachelor’s degree in engineering.
Knowledge of the government’s project planning and implementation cycle, fiscal transfer, project
management, monitoring and evaluation, and system development is essential. The specialist must have
strong interpersonal and communication skills, be fluent in written and spoken English, and have proven
ability in report writing for professional purposes.
