Objective and Purpose of the Assignment
- The Asian Development Bank (ADB) is providing transaction technical assistance (TA) facility to the
Republic of Indonesia to support project preparation, project implementation, capacity building, and
policy advice to a series of ongoing and ensuing projects on water security under the agriculture, food,
nature and rural development (AFNR) sector in Indonesia through TA 9951-INO: Supporting Water Security
Investments Facility (Sustainable Infrastructure Assistance Program Phase II Subproject 4). The TA is a
subproject under the TA cluster for Sustainable Infrastructure Assistance Program Phase II (SIAP 2),
financed on a grant basis by the Government of Australia, administered by ADB. The TA facility has the
following outputs: (i) planning, project design and readiness improved; and (ii) project implementation
support, capacity development, and policy advice provided.
Scope of Work
- The consultant will support project preparation, including but not limited to: (i) Development and
Rehabilitation of Irrigation Project (formerly Integrated Participatory Development and Management of
Irrigation Program, Phase 2); (ii) Flood Management and Coastal Protection in Priority River Basins
Project; and (iii) Raw Water Supply for Water Security Enhancement. The TA will also help in exploring
potential investments for blended financing for development of water supply systems, through engagement
with the Ministry of Public Works. - The consultant will also provide support for implementation of ongoing projects such as the
Infrastructure Improvement for Shrimp Aquaculture Project (IISAP); Horticulture Development in Dryland
Areas Sector Project (HDDAP); Flood Management in North Java Project (FMNJP); and Integrated Fishing
Ports and International Fish Markets – Phase 2 Preparation Project (IFP-IFM).
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks:
(i) review operation and maintenance (O&M) expenditures for water infrastructure, fiscal capacity of
river basin organizations and recommend actions to align O&M budget allocation with needs and prepare an
assessment of expenditures for O&M, including review of planned, allocated and utilized O&M budget;
(ii) prepare a plan to integrate all relevant digital information (infrastructure, spatial planning,
agriculture, etc.) into the asset management information system;
(iii) prepare thematic maps with potential involuntary resettlement issues (physical relocation, non-
land title holders);
(iv) prepare data collection plan for O&M purpose including corresponding budgets, methodology and
monitoring mechanisms
(v) facilitate discussions between executing agency and implementing agencies together with the Agency
for the Assessment and Application of Technology (BPPT), Research Organization for Electronic and
Informatics-National Research and Innovation Agency (ORPA-BRIN), and the Geospatial Information Agency
(Badan Informasi Geospasial) to explore technical options to improve the delivery of the water program;
and
(vi) support the preparation and implementation of consultation workshops including budgeting, material
and proceedings preparation, and administration;
(vii) provide inputs to the concept notes, Report and Recommendation of the President to the Board of
Directors (RRP), Project Administration Manual (PAM), annexes and supplementary documents for the
ensuing project; and
(viii) complete any other tasks as may be reasonably requested by ADB or government.
Deliverables: (i) review of water resources infrastructure guidelines and recommendation for climate
proofing under the project financial management assessment; (ii) review of operation and maintenance and
asset management for agriculture, aquaculture and water resources infrastructure; (iii) thematic maps;
(iv) inputs to concept notes, RRP, PAM, annexes and supplementary documents, including but not limited
to detailed activities, logical framework, cost estimates for project components, implementation
arrangements, procurement plan; (iii) technical guidelines; (v) inputs to the monitoring and evaluation
framework, baseline survey, initial design; (vi) inputs to farming development plans and feasibility
studies; (vii) monthly administrative reports; and working group materials, discussion and technical
notes as required.
Minimum Qualification Requirements
The consultant will be an experienced engineer or geographer with qualifications and specialization in
water resources management and planning. The consultant should be a university graduate with at least 7
years of experience in integrated water resources management. The consultant will have demonstrated
skills to operate geographic information system to generate maps and mapping interface, using online
platform for water infrastructure assets. The specialist must have strong interpersonal and
communication skills, be fluent in written and spoken English, and have proven ability in report writing
for professional purposes.
Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 7 Years
