Objective and Purpose of the Assignment
- The Asian Development Bank (ADB) is providing transaction technical assistance (TA) facility to the
Republic of Indonesia to support project preparation, project implementation, capacity building, and
policy advice to a series of ongoing and ensuing projects on water security under the agriculture, food,
nature and rural development (AFNR) sector in Indonesia through TA 9951-INO: Supporting Water Security
Investments Facility (Sustainable Infrastructure Assistance Program Phase II Subproject 4). The TA is a
subproject under the TA cluster for Sustainable Infrastructure Assistance Program Phase II (SIAP 2),
financed on a grant basis by the Government of Australia, administered by ADB. The TA facility has the
following outputs: (i) planning, project design and readiness improved; and (ii) project implementation
support, capacity development, and policy advice provided.
Scope of Work
- The consultant will support project preparation, including but not limited to: (i) Development and
Rehabilitation of Irrigation Project (formerly Integrated Participatory Development and Management of
Irrigation Program, Phase 2); (ii) Flood Management and Coastal Protection in Priority River Basins
Project; and (iii) Raw Water Supply for Water Security Enhancement. The TA will also help in exploring
potential investments for blended financing for development of water supply systems, through engagement
with the Ministry of Public Works. - The consultant will also provide support for implementation of ongoing projects such as the
Infrastructure Improvement for Shrimp Aquaculture Project (IISAP); Horticulture Development in Dryland
Areas Sector Project (HDDAP); Flood Management in North Java Project (FMNJP); and Integrated Fishing
Ports and International Fish Markets – Phase 2 Preparation Project (IFP-IFM).
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks:
(i) provide inputs to the concept notes, Report and Recommendation of the President to the Board of
Directors (RRP), PAM, annexes and supplementary documents for the ensuing project;
(ii) review river hydraulic and structural works (including river front restoration, river
normalization, flood control and erosion control), geotechnical and topographical survey information,
and propose necessary changes to have more climate resilient and nature base solutions features;
(iii) identify the widest possible set of flood countermeasures and methods that are needed to be used
to mitigate the flood or that would control water behavior eco-hydraulically. This includes material
such as floodplain vegetation or equipment such as pumps, pipes, siphon, and conduits;
(iv) support river basin organizations (RBOs) in making detailed engineering design (DED) adjustments
and in updating bill of quantities (BOQ);
(v) conduct consultations with river basins stakeholders to review and confirm proposed investments in
selected river basins;
(vi) support RBOs in preparing/finalizing bidding documents for civil works and goods and including
quality Employer requirements, general and technical specifications.
(vii) update GIS-based flood hazard, flood risk, historical flood extent maps and community-based hazard
maps to support project processing.
(viii) work with the international irrigation infrastructure development specialist in reviewing the
national guidelines and corresponding standards for river works considering climate resilience and NBS
elements and prepare recommendations for upgrading;
(ix) support the Directorate of Rivers and Coasts (DRC) in coordinating with RBOs for technical and
administrative requirements for the project and support them in advance actions;
(x) support the Directorate General of Water Resources (DGWR) in reviewing and revising project
documents;
(xi) provide technical support for the Procurement Committee (Pokja) during bid evaluation and
preparation of Bid Evaluation Report for procurement of civil works and goods;
(xii) monitor progress of procurement process, identify issues that may hamper during the process and
provide recommendation to resolve the issues;
(xiii) work with the ADB project team, Project Management Office/Unit (PMO/U), Project Implementation
Units (PIUs), Project Implementation Support Consultant (PISC), Procurement Committee (Pokja), Contract
Managers (PPK) in ensuring a smooth and timely procurement and contract execution process;
(xiv) facilitate focus group discussions and/or stakeholder consultations to review project preparation
and implementation progress; and
(xv) complete any other tasks as may be reasonably requested by ADB or government to support
resettlement and indigenous people activities under the project.
Deliverables: (i) technical reviews of river hydraulic and structural works including river front
restoration, river normalization, flood control and erosion control), geotechnical and topographical
survey information; (ii) inputs to concept notes, RRP, PAM, annexes and supplementary documents,
including but not limited to detailed activities, logical framework, cost estimates for project
components, implementation arrangements, procurement plan; (iii) Water allocation model results
(graphics, maps, and summary) for selected river basins; (iv) Technical inputs for Bid Evaluation Report
for procurement of civil works and goods; and (v) monthly administrative reports; and working group
materials, discussion and technical notes as required.
Minimum Qualification Requirements
The consultant must have a degree in Water Resources or Civil Engineering or related field with 5 years
of relevant work experience. He/She should have relevant experience in developing numerical models for
flood risks management. Experience in hydrological assessments, and mathematical modeling for flood
routing is beneficial. He/she will assist in overseeing the technical aspects of river hydraulic and
associated structural works. He/she will support the procurement process of flood risks management
infrastructure through provision of input to the Employer Requirements, drawings, general and technical
specifications, Bill of Quantity, evaluation and qualification criteria, and evaluation of technical
bids. He/She is preferred to have good communication skills in English (written and oral).
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 5 Years
