Objective and Purpose of the Assignment

  1. The Asian Development Bank (ADB) is providing transaction technical assistance (TA) facility to the
    Republic of Indonesia to support project preparation, project implementation, capacity building, and
    policy advice to a series of ongoing and ensuing projects on water security under the agriculture, food,
    nature and rural development (AFNR) sector in Indonesia through TA 9951-INO: Supporting Water Security
    Investments Facility (Sustainable Infrastructure Assistance Program Phase II Subproject 4). The TA is a
    subproject under the TA cluster for Sustainable Infrastructure Assistance Program Phase II (SIAP 2),
    financed on a grant basis by the Government of Australia, administered by ADB. The TA facility has the
    following outputs: (i) planning, project design and readiness improved; and (ii) project implementation
    support, capacity development, and policy advice provided.

Scope of Work

  1. The consultant will support project preparation, including but not limited to: (i) Development and
    Rehabilitation of Irrigation Project (formerly Integrated Participatory Development and Management of
    Irrigation Program, Phase 2); (ii) Flood Management and Coastal Protection in Priority River Basins
    Project; and (iii) Raw Water Supply for Water Security Enhancement. The TA will also help in exploring
    potential investments for blended financing for development of water supply systems, through engagement
    with the Ministry of Public Works.
  2. The consultant will also provide support for implementation of ongoing projects such as the
    Infrastructure Improvement for Shrimp Aquaculture Project (IISAP); Horticulture Development in Dryland
    Areas Sector Project (HDDAP); Flood Management in North Java Project (FMNJP); and Integrated Fishing
    Ports and International Fish Markets – Phase 2 Preparation Project (IFP-IFM).

Detailed Tasks and/or Expected Output

The consultant will undertake the following tasks:

(i) provide client liaison, with the implementing agencies (IAs), other government agencies and ADB;
(ii) monitor the program action plan (PAP) implementation and provide regular brief to EA/IA and ADB
with recommendation to address bottlenecks and gaps;
(iii) support the EA in further strengthening its monitoring and evaluation and management information
systems, including the data collection procedures and verification protocols, as necessary;
(iv) review feasibility studies and engineering design for infrastructure subprojects;
(v) review available reports, data, and information in the project areas on hydrological data and
assessment, effective rainfall and water resource availability;
(vi) identify data gaps and missing data in the feasibility study stage, collect additional data, and
carry out effective rainfall assessment, hydrological analysis, water resource availability assessment;
(vii) review water availability and climate change projects in selected locations;
(viii) review manual to design irrigation and drainage systems and recommend improvements for greater
climate change resilience;
(ix) assess and design water infrastructure and irrigation in the selected locations including bill of
quantities, basic drawings and technical specifications for bidding documents;
(x) assess the effects of the changed water balance at various locations, including need for drainage
and salinity management;
(xi) prepare a menu of water resources infrastructure solutions for other areas complemented with
assessment forms and guidelines;
(xii) provide technical specifications for bidding documents for infrastructure works;
(xiii) in consultation with proposed IAs, prepare (a) detailed activities, logical frameworks and cost
estimates for project components, (b) detailed implementation plans, (c) component profiles, and (d)
terms of reference for consulting services and procurement packages;
(xiv) propose options for developing and modernizing irrigation systems and review project designs;
(xv) support EA/IA in planning to integrate activities with agriculture development under the Ministry
of Agriculture for the ensuing projects;
(xvi) supervise mapping exercise to identify strategic locations for potential subproject investments;
(xvii) provide inputs in the preparation of feasibility studies, technical reports and other loan
documents;
(xviii) provide inputs to the concept notes, Report and Recommendation of the President to the Board of
Directors (RRP), Project Administration Manual (PAM), annexes and supplementary documents for the
ensuing project;
(xix) assist in the preparation of investment project, including performance targets and indicators,
design and monitoring framework, project outputs description, detailed project cost estimates,
implementation arrangements and schedule, and staffing; supervise preparation of terms of reference for
baseline, social and environment, and other surveys and manage implementation of those surveys;
(xx) lead stakeholders’ consultations with farmers communities, NGOS, agroindustry, and other relevant
stakeholders;
(xxi) lead the preparation of farming development plans for selected areas and prepare the guideline and
templates to conduct such assessment in other locations;
(xxii) lead planning and design works for soil conservation and water infrastructure with related
experts and prepare costing and technical specifications for bidding documents;
(xxiii) review MOA guidelines and provide recommendations and sample design on climate proofing
potential subproject infrastructure (design considerations, costings, operation and maintenance, etc.);
(xxiv) help plan operation and maintenance manual of the facilities under the project;
(xxv) develop technical manuals (soil, water conservation and water infrastructure) for use of the
project including proposal templates and simplified economic and disaster resilient analysis tools for
use in the project selection and prioritization of subprojects;
(xxvi) provide inputs in the preparation of training design and manuals, in coordination with the
capacity development specialist;
(xxvii) facilitate focus group discussions and/or stakeholder consultations to review project
preparation and implementation progress;
(xxviii) assist in the project review and other project implementation and management activities; and
(xxix) complete any other tasks as may be reasonably requested by ADB or the government.

Deliverables: (i) inputs to concept notes, RRP, PAM, annexes and supplementary documents, including but
not limited to detailed activities, logical framework, cost estimates for project components,
implementation arrangements, procurement plan; (ii) inputs to farming development plans and feasibility
studies; (iii) technical guidelines; (iv) inputs to engineering designs and draft bid documents; (v)
monthly administrative reports; and working group materials, discussion and technical notes as required.

Minimum Qualification Requirements

The consultant should have at least 7 years of experience in planning and designing irrigation systems,
and a master’s degree or equivalent in civil engineering, or irrigation planning. The specialist will
ensure the timely completion and quality of activities and outputs under the close coordination with the
executing agencies and BAPPENAS. Knowledge of the government planning cycle, procurement procedures and
financial management mechanisms is essential. The specialist must have strong interpersonal and
communication skills, be fluent in written and spoken English, and have proven ability in report writing
for professional purposes.
