Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is advancing Water and Youth activities under the Water and Urban
Development Sector Office (SD2-WUD) and the Agriculture, Food, Nature, and Rural Development Sector
Office (SD2-AFNR) to strengthen meaningful youth engagement in water-related development and across ADB
operations.
The objective of this consultancy is to ensure effective coordination and implementation of the Water
and Youth activities, including support for strategic actions and the development of youth capacity-
building programs.
Scope of Work
To support the effective delivery of these activities, a national consultant will be engaged to
coordinate implementation across the Water and Youth Taskforce, monitor progress, and facilitate
collaboration across ADB departments, reviews draft documents from the task force and prepares planning
of activities, deliverables and youth-related events. The role also includes responsibilities related to
the Young Experts Program (YEP), including the design of new programmatic offerings focused on capacity
development pathways for young professionals.
Detailed Tasks and/or Expected Output
The consultant will be responsible for the following tasks:
(i) Prepares a workplan for the taskforce delivery, including planning and events, towards December
2026
(ii) Coordinate workplan delivery across the Water and Youth taskforce team
(iii) Organize and facilitate regular Taskforce team meetings
(iv) Monitor progress and prepare periodic reports on Water and Youth activities implementation
(v) Facilitate cross-departmental coordination within SD2 and ADB-wide related to youth and water
initiatives and ADBs operations
(vi) Coordinate and support development and implementation of the following strategic actions:
- Support in creating ownership within ADB for the Water & Youth Action agenda by presentation
materials, summaries and other required documents - Identifying opportunities for young water professionals as consultants in technical assistance,
knowledge work, and project design and implementation by ADB - Identify and map business process barriers to engage young water professionals and youth engagement
specialists within ADB operations and define the necessary steps and relevant departments to address
these barriers. - Support the financing pathways assessment by identifying viable funding mechanisms for youth
engagement in water operations. Develop a strategic options memo and pitch deck that present these
mechanisms, and design tailored financing packages for financing partners and foundations. Each package
should clearly articulate the value proposition of meaningful youth engagement, outline the expected
impact on water sector outcomes, propose co-financing structures, and define governance and
implementation arrangements. - Scope the possibility of an ADB youth commitment and/or announcement at the 2026 UN Water Conference
- Coordinating with ADB departments and external partners to integrate youth into ongoing and future
water-related initiatives
(vii) Fulfill the YEP coordinator role, including: - Continue, tailor, and expand the ADB Young Experts Program (YEP)
- Map the business barriers for YEP and similar programs and develop guidance documents for Project Team
Leaders, analysts, procurement etc. - Assess and design possibilities for other short-term youth engagement programs in ADB and align with
existing programs within ADB - Explore options for young professionals in country being included / or supporting Project Management
Units of ADB projects - Prepare cost estimates for different youth engagement options, including potential external funding
options - Lead the evaluation, meetings, reporting of the YEP pilots for Phase 1 and 2 and follow up on required
improvements - Drive the scale up of the YEP pilots into a full program, develop options for this program
- Perform other functions as may be assigned from time to time.
Reporting and coordination: The consultant will report to the Water and Youth Taskforce lead and work
closely with Taskforce members and relevant ADB departments. Regular updates and progress reports will
be submitted as per the agreed schedule.
Logistics: The young professional will work part time from ADB Headquarters in Manila, with provisions
for necessary communication tools and support from ADB staff. A provision for travel is also included to
cover any proposed travels for the duration of the assignment.
Minimum Qualification Requirements
- Minimum relevant experience of 3 years in youth engagement
- Demonstrated affinity with coordination, capacity development and water sector
- Experience in coordination, project and/or program development and management, including developing
action plans, templates, guidelines, and evaluation plans - Innovative mindset, creativity and out-of-the-box thinking skills
- Exceptional written and verbal communication skills
- Strong interpersonal and collaborative skills
- Strong planning and organizational skills
- Fluent in English is required
Minimum General Experience: 6 Years
Minimum Specific Experience (relevant to assignment): 3 Years
