Preparation and Implementation of the LARP or Social Safeguard Due Diligence Report (SSDDR) for Package
OCB/CW/AF-01 Lot 4
Lot 4 – Upgrading of Water Supply Infrastructure in Quarters #9 and #13, Khovaron Village
Lot 4 (OCB/CW/AF-01 Lot 4) involves the upgrading of pipelines, water mains, pumping station, and
reservoirs to improve water supply infrastructure in Quarters #9 and #13 of Khovaron Village. The scope
of work includes: construction of a water pipeline from Pumping Station (PS) 192mkrn to the existing
reservoirs in Quarter No. 13; construction of a water pipeline from PS-192mkrn to new reservoirs in
Quarter No. 9; construction of a pipeline from the new reservoirs in Quarter No. 9 to the Zebuniso
reservoirs (under Contract CW-02); construction of two new reservoirs (2x2000m³) in Quarter No. 9; and
the reconstruction of the existing PS-192mkrn. This package aims to enhance the water distribution
system and ensure reliable water supply to the target areas.
The National Resettlement Specialist will be responsible for the preparation and implementation of the
Land Acquisition and Resettlement Plan (LARP) or, where no land acquisition and resettlement impacts are
identified, a Social Safeguard Due Diligence Report (SSDDR), in compliance with ADB’s Safeguard Policy
Statement (2009) and Access to Information Policy (2018).
Scope of Work
The responsibilities will include the following:
A. Assessment of Resettlement Processes
• Assess the current procedures related to involuntary land acquisition and resettlement under the
project, including:
o Screening and identification of impacts and affected households/persons;
o Socio-economic census of 100% of affected households and assess vulnerability status of households
o Detailed Measurement Survey and valuation of affected assets with engagement of licensed national
valuators;
o Calculation of compensation amounts and entitlements;
o Conduct of meaningful public consultations and information disclosure;
o Review of the grievance redress mechanism (GRM) and its effectiveness.
B. LARP/SSDDR Preparation (based on detailed engineering design)
In coordination with the Project Implementation Group (PIG) social safeguards personnel, the National
Resettlement Specialist shall:
• Conduct a 100% census and socio-economic survey among affected households and entrepreneurs
• Update the Detailed Measurement Survey (DMS) as included in the draft LARP;
• Finalize the LARP (or SSDDR in case of absence of LAR impact), including the following key elements:
o Final DMS data;
o Final database of Project-Affected Households and Persons (PAHs/PAPs);
o Final socio-economic profile of affected persons, identifying all vulnerable households in accordance
with ADB SPS 2009 and LARP definitions;
o Updated and re-estimated LARP implementation budget, including compensation and replacement cost
tables prepared by licensed valuers;
o Special attention to be given to the valuation of non-fruit bearing trees to ensure compensation
aligns with ADB’s SPS requirements;
o Ensure consultation with affected persons and public disclosure of relevant resettlement information
is conducted in accordance with ADB policies.
C. LARP Implementation (in case of identified social impact).
• Support the PIG in implementing the finalized LARP, including all compensation, livelihood
restoration, and information disclosure measures;
• Interview affected households to check the level of satisfaction with LARP implementation and any
pending concerns.
• Monitor the effectiveness of the grievance redress mechanism (GRM) and propose improvements if needed.

D. Reporting (n case of identified social impact).
• Prepare and submit the LARP Implementation Completion Report (ICR) for PIG’s review and confirmation;
and submit to ADB’s review and clearance prior to the commencement of any civil works
• Final Report, must be prepared in English, with a Russian translation provided for public disclosure
and communication with local stakeholders. The ICR must:
o Demonstrate compliance with the finalized LARP;
o Assess the restoration or improvement of the livelihoods and living standards of affected persons;
o Document key implementation outcomes, challenges, and lessons learned.
Key Deliverables
• Draft LARP/SSDDR for Package OCB/CW/AF-01 Lot 4 to be submitted by 31st of July 2025.
• Final LARP/SSDDR for Lot-4. Final LARP/SSDDR prepared, reviewed, cleared by ADB, and disclosed in
accordance with ADB requirements. The final report will be submitted by 30th of August 2025.
• Russian Translation of the Final LARP/SSDDR for Lot-4 for Public Disclosure and Communication with
Local Stakeholders to be provided alongside the Final LARP/SSDDR for public disclosure by 15 September
2025.
• LARP ICR (Implementation Completion Report) – in case of identified social impact. To be submitted by
the 30 September 2025.
Minimum Qualification Requirements
Suitably qualified individuals for this assignment must demonstrate:
- Advanced qualifications in social development, sociology, economics or related fields
- At least 10 years’ overall experience and at least 5 years’ experience as a Resettlement or Social
Safeguard specialist. - Experience in carrying out social impact assessment and the design / implementation / review of land
acquisition and resettlement plans for ADB or any other IFIs funded projects - Fluency in English and Russian is required; proficiency in Tajik is preferred.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 5 Years
