Objective and Purpose of the Assignment

The Water Supply Project will improve the performance of provincial nam papas (PNPs, provincial water
utilities) and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s
small towns. It is designed in accordance with the Government of the Lao PDR’s (the Government) urban
water supply and sanitation strategy 2013-2030 and responds to the needs in the water supply investment
plan 2012–2020. The Water Supply Sector Project is scheduled for a two-year extension from August 2025.
The objective of this engagement is to support the Department of Water Supply to satisfactory and timely
completion of all outstanding subprojects in Luang Prabang and Attapeu provinces.

Scope of Work

The Environmental Specialist will assist the Team Leader to monitor environmental safeguards compliance
of contractors and provide capacity development in environmental assessment and monitoring to PCU and
PIU staff. She/he will work closely with the National Deputy Team Leader.

Detailed Tasks and/or Expected Output

The consultant will:

  1. Coordinate with the social and resettlement specialists on stakeholder consultations related to
    environmental aspects and/or addressal of grievances through the grievance redress mechanism.
  2. Provide inputs to progress reports and project completion report.
  3. Visit subproject towns during construction and provide guidance on supervision and compliance
    monitoring, advise PIUs of any actions required to ensure EMP compliance.
  4. Visit subproject towns where construction has been completed and assist with establishing
    environmental monitoring procedures for the operation phase of the subprojects.
  5. Work with the Team Leader to ensure EMP implementation monitoring is included within the overall
    project monitoring progress reports.

Minimum Qualification Requirements

• At least a bachelor’s degree in a relevant discipline such as environmental engineering, engineering,
biological science or a related field.
• Being familiar with the Environmental Protection Law of Lao PDR and other relevant environmental
legislation.
• At least 10 years of experience of working on infrastructure projects involved in environmental
assessment, monitoring, or carrying out mitigation measures.
• Minimum of 5 years of experience working with an international organization financing a project
