Objective and Purpose of the Assignment

The Water Supply Project will improve the performance of provincial nam papas (PNPs, provincial water
utilities) and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s
small towns. It is designed in accordance with the Government of the Lao PDR’s (the Government) urban
water supply and sanitation strategy 2013-2030 and responds to the needs in the water supply investment
plan 2012–2020. The Water Supply Sector Project is scheduled for a two-year extension from August 2025.
The objective of this engagement is to support the Department of Water Supply to satisfactory and timely
completion of all outstanding subprojects in Luang Prabang and Attapeu provinces.

Scope of Work

The Deputy Team Leader/Senior Engineer will support and be directly responsible to the Team Leader in
the overall implementation of the Project and provide specialist input in water supply and sanitation
engineering. She/he will assist the Team Leader to manage and coordinate the inputs of team members for
subproject appraisal reports, engineering designs and documentation, and will provide specialist inputs
on construction supervision of outstanding subprojects.

Detailed Tasks and/or Expected Output

The consultant will:

1. Assist the Team Leader to manage all aspects of project implementation, including (a) overall project
   management and coordination; (b) detailed design and documentation; and (c) monitoring progress and
   costs; and (d) project reporting.
2. Assist the Team Leader in the management of the team members working on any outstanding design
   requirements.
3. Assist the Team Leader with contract management and construction supervision. Undertake periodic
   technical inspections of construction to ensure the quality of the works.
4. Ensure the quality of designs and documents and provide timely input to the Team Leader for the
   required reports and documents.
5. Identify potential groundwater sources, prepare contract documents for groundwater investigations,
   supervise the investigations and assess and report on the results.
6. Assist the Team Leader to undertake engineering assessments for all outstanding subprojects and
   recommend appropriate technologies.
7. Manage the production of documents for any detailed engineering designs, engineering specifications
   and drawings for outstanding contracts.
8. Make presentations concerning the Project as required by the Team Leader.
9. Act as Team Leader (designate) during the Team Leader’s absence from the Project.

Minimum Qualification Requirements

• At least a bachelor’s degree in engineering or similar related field.
• At least 10 years’ experience in the water supply sector, including no less than 15 years on design
and construction supervision.
• Experience as a deputy team leader or project manager in at least two projects in Lao PDR in the
sector.
• Minimum of 7 years of experience working with an international organization financing project.

Minimum General Experience: 10 years
Minimum Specific Experience (relevant to assignment): 10 years
