Objective and Purpose of the Assignment
The Water Supply Project will improve the performance of provincial nam papas (PNPs, provincial water
utilities) and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s
small towns. It is designed in accordance with the Government of the Lao PDR’s (the Government) urban
water supply and sanitation strategy 2013-2030 and responds to the needs in the water supply investment
plan 2012–2020. The Water Supply Sector Project is scheduled for a two-year extension from August 2025.
The objective of this engagement is to support the Department of Water Supply to satisfactory and timely
completion of all outstanding subprojects in Luang Prabang and Attapeu provinces.
Scope of Work
The External Safeguards Monitor will assess the adequacy of resettlement planning, implementation, and
the effectiveness of mitigation measures. The monitor will also evaluate whether the project is
achieving its resettlement objectives, such as restoring or improving the livelihoods of affected
persons.
Detailed Tasks and/or Expected Output
The monitor’s responsibilities usually involve:
- Reviewing Resettlement Plans: Evaluating the quality and completeness of RPs, including their
alignment with ADB’s safeguard policies and national regulations. - Monitoring Implementation Progress: Tracking the progress of resettlement activities, including
compensation payments, relocation, and income restoration measures. - Assessing Impacts on Affected People: Gathering feedback from affected people (APs) on their
experiences with resettlement, their satisfaction with compensation, and the effectiveness of income
restoration programs. - Identifying Gaps and Issues: Identifying any shortcomings in the RP implementation, potential risks,
and areas requiring improvement. - Recommending Corrective Actions: Suggesting specific measures to address identified issues and
improve the effectiveness of resettlement. - Reporting: Preparing regular monitoring reports (quarterly or semi-annually) summarizing findings,
recommendations, and progress towards achieving resettlement objectives.
Minimum Qualification Requirements
• At least a Bachelor’s degree in environment/social sciences, engineering, rural development or a
related field of expertise.
• At least 10 years’ experience of the external monitoring person, including expertise in social
safeguards, resettlement, and monitoring and evaluation with ADB projects or other major donors.
• Solid understanding of safeguard policies (or environment and social framework) of the ADB or
equivalent development partner.
• Minimum of 5 years of experience working with an international organization financing a project.
Minimum General Experience: 10 years
Minimum Specific Experience (relevant to assignment): 10 years
