Objective and Purpose of the Assignment

The Water Supply Project will improve the performance of provincial nam papas (PNPs, provincial water
utilities) and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s
small towns. It is designed in accordance with the Government of the Lao PDR’s (the Government) urban
water supply and sanitation strategy 2013-2030 and responds to the needs in the water supply investment
plan 2012–2020. The Water Supply Sector Project is scheduled for a two-year extension from August 2025.
The objective of this engagement is to support the Department of Water Supply to satisfactory and timely
completion of all outstanding subprojects in Luang Prabang and Attapeu provinces.

Scope of Work

The international Team Leader/Water Supply Engineer will manage and coordinate the overall project
management support to the Executing Agency (EA), PCU and PIUs until the completion of the outstanding
subprojects. She/he will provide advice and guidance on sector coordination, policy implementation,
sector regulation and other key water sector issues to the Government, ADB and team members.

Detailed Tasks and/or Expected Output

The consultant will:

  1. Attend monthly coordination meetings arranged by PCU with other implementation teams.
  2. Prepare quarterly progress reports to PCU, based on data to be provided by PIUs/PNPs.
  3. Assist PCU/ADB for the project completion reviews, as well as all intermediate loan reviews.
  4. Manage, coordinate and supervise all individual consulting services for the Project to ensure that
    (a) inputs and activities of national consultants are of high quality and effective; and (b) all
    consulting components and project components are fully integrated and properly coordinated.
  5. Assist PCU and PIUs to manage all aspects of outstanding projects implementation, including (a)
    overall management and coordination; (b) project forecasting and monitoring; (c) safeguard compliance;
    and (d) progress reporting.
  6. Assist PCU to help district administrations adopt sanitation regulations.
  7. Assist PCU to facilitate adoption of free connections policy for each subproject.
  8. Provide support to PCU and the regional twinning authority to build capacity in operations and
    maintenance.
  9. Participate in Loan reviews and assist in the preparation of the updated project completion report.
  10. Prepare, monitor, and update as necessary Project implementation schedules.
  11. Provide guidance on all contract management matters.
  12. In coordination with the supervision team, supervise, inspect, measure, and control the quality of
    the construction works and the installation of equipment to ensure compliance with contract drawings and
    specifications, and make recommendations to PCU on the issuance of certificates of completion.
  13. Assist PCU and PIUs to (a) administer the construction contracts, (b) commission and evaluate the
    performance of completed facilities and new equipment, and (c) review and validate any proposed design
    modifications.
  14. Assist PCU and PIUs to prepare progress reports, updated project completion report and PPMS
    reports.
  15. Oversee compliance with safeguard policy requirements.

Minimum Qualification Requirements

• At least a bachelor’s degree in civil/municipal engineering or a similar related field.
• At least 5 years of experience as a team leader or at a management level in conducting similar
assignments.
• Proven knowledge of a chartered/professional engineer with broad experience in the implementation of
water sector projects, including sector reform and infrastructure, as well as water sector planning and
management.
• At least a minimum of 20 years’ experience in water supply development, including at least 10 years’
experience in Southeast Asia, and with sound experience of managing a culturally diverse team.

Minimum General Experience: 25 years
Minimum Specific Experience (relevant to assignment): 20 years
Regional/Country Experience: Required 10 years
