ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR AN INDIVIDUAL CONSULTANT- HYDROGEOLOGIST

- The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP), and intends to apply part of the proceeds for the payment of consulting services for an Individual Consultant – Consultancy Services for an Individual Consultant- Hydrogeologist
- The Objective of the Consultancy Services will be to provide hydrogeological support to WRA-HoAGW4RP.
- The hydrogeologist consultant shall undertake the following tasks:
- Conduct hydrogeological field investigations, including drilling, geophysical surveys, and water sampling.
- Evaluate technical reports for aquifers assessments and hydrogeological reports for the monitoring and exploratory wells
- Develop and confirm designs for casings for boreholes.
- Advice on equipment for the monitoring wells along with supervising consultants.
- Develop standard operating procedures for equipment maintenance and groundwater monitoring stations.
- Design and implement monitoring programs to assess groundwater levels, quality, and movement.
- Analyze geological, hydrological, and environmental data to develop conceptual models of groundwater resources and their behavior.
- Develop and apply models to simulate groundwater flow as well as evaluate the impact of land-use changes, climate variability, and human activities on water resources.
- Collaborate with other professionals, such as engineers, planners, and policymakers, to develop water management plans and recommendations.
- Communicate findings, recommendations, and technical reports to stakeholders, clients, and the public in a clear and understandable manner.

- The Water Resources Authority now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the form of curriculum vitae (CV) and other relevant testimonials, including professional and academic certificates. The hydrogeologist consultant shall meet the following qualifications:
- Must have a Bachelor’s degree in geology and a Masters degree in hydrogeology
- Valid Registration with the professional bodies; Geological Society of Kenya and Geologists Registration Board
- Licensed with the Ministry of Water, Sanitation and Irrigation as a Water resources Professional
- Demonstrated minimum of 10 years in hydrogeological field especially in complex regional groundwater mapping projects, supervision of exploratory and monitoring wells.
- Strong knowledge of hydrogeological principles and practices, such as groundwater flow, aquifer properties, well design, and water chemistry.
- Demonstrated Proficiency in data analysis for test pumping and groundwater quality analysis, application of GIS and remote sensing software for groundwater analysis, groundwater modelling software such as MODFLOW.
- Demonstrated experience in fieldwork, geophysical surveys, drilling supervision, groundwater sampling in arid and semi-arid regions in the Northern and North Eastern Kenya.
- Demonstrated experience in design, equipment and installation of monitoring wells.
- Excellent communication and interpersonal skills, including the ability to explain technical concepts to non-technical stakeholders.
- Demonstrated ability to work independently as well as in a team environment.
- Good groundwater technical report writing and presentation skills.
The procurement Consultant will be based at the Water Resources Authority HOAGW4R project implementation Unit, in the SHA building.
The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, revised August 2018, and revised November 2020 which can be found at the following website: www.worldbank.org/procurement
The duration of the hydrogeologist consultancy services is twelve (12) months, with the possibility of extension based on performance and project needs. The consultant shall provide periodic reports every [Monthly/Quarterly] as agreed with the Team Leader in consultation with the Chief Executive Officer
The consultant shall report directly to the Team Leader and work closely with the project management team. All deliverables shall be submitted in a timely manner, as per agreed schedules.
- The consultant’s fees shall be based on agreed deliverables and milestones. Payments shall be made in accordance with the contract terms and upon approval of deliverables by the project Team Leader.
The consultant must uphold the highest ethical standards and maintain the confidentiality of all project-related information. Any possible conflicts of interest must be disclosed at the inception of the contract.
Interested hydrogeologist consultants should submit their proposals, including:
- A cover letter expressing interest.
- A detailed CV.
- References from three previous clients.
A Consultant will be selected in accordance with the individual consultant selection (ICS) method set out in the Procurement Regulations.
