The Nile Basin Discourse (NBD) has received funding from World Bank through the Cooperation for International Waters in Africa Partnership to support the “Nile Civil Society in Climate Resilience (NCSCR) Project and intends to apply part of the proceeds for consulting services.” The project contributes to strengthening community engagement in climate-resilient transboundary water initiatives, and enhancing the capacity of the NBD to engage communities and stakeholders in Nile Basin cooperation programs, processes, and dialogues.

The consulting services (“the Services”) include provision of technical support for developing a comprehensive platform to support citizen data collection and utilization for decision making in selected sites within the Nile Basin countries; building capacities of selected stakeholders for data generation and engagement; and developing mechanisms for scale-up to other catchment areas. The services duration will span for an estimated period of Fifteen (15) months.

The Nile Basin Discourse now invites eligible consulting firms to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for the Firm include: (i)  (ii) minimum of 10 years general experience in engaging and empowering citizens, CSOs and local governments in Citizen-led data generation and utilization; (iii) Hands-on experience in supporting a consortium of partners to set up citizen-led data observatories, combined citizen science with earth observation and set up a data aggregation cum decision support system for citizen-led organizations and local governments, preferably in Africa evidenced in at least (1 or 2 assignments over the last 7 years); (iv)  Demonstrated experience and skills in training local communities to collect data on biodiversity, wetlands management, water quality/quantity monitoring, and bringing together communities and relevant government authorities to arrive at a joint approach to catchment management; (v) Demonstrated experience in developing easy-for-use toolkits for catchment management and related training; and  (vi)  Availability of  competent team members in the areas of:

  1. Data Systems (ICT expert).
  2. Environmental Sciences (Water Resources Expert)
  3. Community Engagement
  4. Capacity Building 
  5. Monitoring & Evaluation

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations
