Employee will be assigned to the Division of Water and Waste Management, Watershed Improvement branch. At the advanced level, performs complex professional work in a statewide specialty area as coordinator of the West Virginia Save Our Streams program.
Duties include:
- Employee will perform and plan a variety of activities related to Water Quality Monitoring projects. This involves the coordination of monitoring programs and projects using an approved bio-survey approach. The protocols include proficiencies in the use of a variety of instructional tools and equipment, and the implementation of a certification process described in the WV Water Pollution Control Act §22-11-13.
- Employee will aid with interpretation and reporting as needed and provide feedback on monitoring related questions for all citizens’ (volunteer) data and select third parties.
- Employee will manage volunteer monitoring activities statewide. This includes periodic site visits, meetings with monitoring groups and other stakeholders/partners,and regular check-in emails and/or phone calls.
- Employee will maintain the program’s quality assurance by providing reviews of all data submitted by volunteer monitors and others, and will provide data analysis and interpretation, assisting when necessary with WVDEP’s biennial integrated report.
- Employee will assist and provide feedback on the management and updates on the extensive website, on-line database, and web-based registration and certification tools.
- Employee will work with DEP’s Public Information Office to promote the activities of volunteers through reports, newsletters, web-based articles and other social media sources.
- Employee will develop and submit a biennial program report, as well as interim reports as needed, that demonstrate program activities, evaluate data, and provide important updates/changes in program structure and delivery.
- Employee will support and work in conjunction with regional and state volunteer monitoring programs, as well as agency partners.
- Employee will perform regular stream monitoring workshops to train and certify interested citizen groups, schools, non-profit organizations, and other interested participants. The workshop goal is to encourage and support the adoption of a stream reach, which will include regulator monitoring and reporting of the data collected, as well as other activities.
- Employee will coordinate the Vernal Pool Monitoring Program efforts, working closely with partner organizations to conduct workshops and encourage additional vernal pool monitoring by volunteers.
- Employee will review and provide feedback on Section 319 Quality Assurance Project Plans (QAPPs) and will make recommendations and support project monitoring as needed.
- Employee will coordinate with other local, regional, and national monitoring programs in support of the Citizen Science community.
- Employee will actively participate in conferences, calls, training events and more as the schedule allows.
- Additional demonstrations, projects and outreach activities that promote a better understanding of water quality will be required at the discretion of the supervisor and as the schedule allows.
- Employee will perform other duties as required and/or assigned.
Expectations:
- A Bachelor’s degree or higher from an accredited college or university with a major in biology, ecology, environmental studies, natural science or education with a focus on sciences and a minimum of four-years professional experience as described below.
- Experience in the acquisition, preservation, protection, and enhancement of water resources, or in an agency specific area related to the evaluation of environmental impacts on water resources. A thorough knowledge of stream, river and wetland evaluation and monitoring procedures with an emphasis on biological condition assessment.
- Strong communication skills with the ability to communicate with a broad spectrum of people both orally and in writing
- Public speaking and teaching experience, either formally or non-formally
- Be computer proficient and familiar with and able to use Microsoft Office as well as Geographic Information System software and web-based database programs.
- Should be familiar with database structure and management and be able to communicate needs regarding updates to current and future systems that are or may be added to existing resources.
- Extensive travel will be required statewide, within the Mid-Atlantic region and beyond. A shared state vehicle will be available, and the employee will be responsible
for its shared maintenance and up-keep. Most travel occurs throughout the week, but weekend work will also be required due to the nature of the position. - Overnight stays are common.
- Must possess a valid driver’s license and be able to operate a large 4wd vehicle.
