General Responsibilities:
1. Ensure compliance with NRC policies, tools, manuals, and guidelines.
2. Implement delegated project portfolio functions according to the action plan.
3. Prepare and develop status reports as required by management.
4. Ensure proper document archiving.
5. Ensure project activities are targeted to the most needy beneficiaries, and explore
and evaluate new and improved forms of assistance.
6. Promote and share ideas for improving technical assistance.
Responsibilities
Specific responsibilities:
- Support and coordinate the assessment of housing according to UN-Habitat’s adequate housing parameters, with the aim of ensuring that the affected population has access to housing that guarantees integration and permanence in their communities in a safe, accessible, affordable space with quality conditions.
- Oversee income tax contributions in conjunction with the support team, ensuring that they are timely and meet all quality parameters.
- Support monitoring visits to families supported with income contribution solutions, developing constant and representative monitoring in accordance with the monitoring and evaluation guidelines.
- Consolidation of files related to the income tax contribution strategy in Ecuador
- Strengthen the healthy housing training strategy for participants who benefit from AeI and WASH actions
- Provide AeI and WASH services in an efficient and timely manner, in accordance with the Program’s guidelines and sector standards.
- Generate tools and promote the participation of individuals, households, and communities in the context of emergency assistance and support for durable solutions through the CBs and all phases of projects, as part of Safe Programming.
- Propose and participate in tool improvements and exercises for needs assessments, as well as actions that enable analysis of the collected information to prioritize response strategies and select the populations with the greatest needs and of interest to NRC as part of Safe Programming.
- Analyze the information collected and prepare relevant reports to guide the response strategy within the requested timeframes.
- Generate Information, Education and Communication (IEC) materials on Shelter and Infrastructure topics (adequate housing, healthy housing, proper use and maintenance of the kits and infrastructure provided, minimum standards in temporary accommodation, etc.) and WASH topics (infection prevention, handwashing, handling and consumption of safe water, proper use and maintenance of WASH facilities, etc.), which incorporate the analyses carried out and are based
not so much on the acquisition of knowledge, but on the promotion of positive, safe and healthy behavioral changes. - Generate key messages and methodology, and support the implementation of information and awareness-raising sessions, as well as workshops or training processes based on information from the A&I and WASH Programs, other CBs, communities, and humanitarian actors.
- Distribute non-food items (habitat and shelter kits, hygiene kits, menstrual hygiene or dignity kits, water treatment kits, water management kits, and sanitation kits), contributions (temporary shelter materials or kits), and cash transfers or vouchers from the A&I and WASH sectors.
- Plan and implement impact measurement exercises (e.g., by participating in PDM exercises) for the distribution of non-food items, contributions, and cash transfers or vouchers from the A&I and WASH sectors.
- Participate in community-based project processes or projects framed within integrated programming, promoting coordination with other CB and NRC departments.
- Provide support for monitoring and documentation of the implementation of project activities carried out by implementing partners and/or contractors (action plan activities, contracts, financial expenditures, and project documentation).
- Support the design, planning of strategies, protocols, methodologies, and implementation of the response of AeI and WASH programs.
- Ensure the development of the logistical, administrative, and security procedures required for the execution of the activities under their responsibility within the established timeframes.
- In coordination with the supervisor, provide assistance when required in institutional or humanitarian coordination spaces.
- Provide the information necessary to complete the Beneficiary Database, matrices that consolidate progress toward internal and project-by-project indicator goals, and/or information management system on the population served and services and products delivered by NRC.
- Participate in NRC’s PCM (Project Cycle Management) routines and A&I and WASH programs.
- Other duties assigned by the supervisor in the fulfillment of the objective of the position.
Qualifications
Specific skills, knowledge and experience:
- Professional in architecture, civil engineering, or a related field in the field of temporary accommodation, habitat, Housing, Land, and Property (HLP), school or community infrastructure, and hygiene, sanitation, and water promotion.
Generic skills for this position:
- Minimum work experience of three (3) years in similar positions in the context of humanitarian aid.
- Previous experience working in complex and volatile contexts
- Verifiable experience related to the responsibilities of the position
- Written and verbal fluency in the English language.
