Objective and Purpose of the Assignment

The objective of the assignment is to assist the PMU of the MWSIP to ensure smooth closing of ADB-funded
multitranche financing facility (MFF) for the MWSIP (Stage 1) and timely compliance of the reporting
requirements. In addition, the consultant will need to assist with the project preparation and
processing works of the MWSIP Stage 2 Project and advance procurement activities.

Scope of Work

For MWSIP Stage 1, the consultant is expected to assist the PMU of the MWSIP in ensuring smooth and
timely closure of the ADB-funded multitranche financing facility (MFF), Tranche 1, 2 and 3 of the MWSIP
(Stage 1), including timely submission of all the remaining reporting requirements.

For MWSIP Stage 2, the consultant is expected to support the PMU with project preparation and processing
works, including advance procurement activities.

Detailed Tasks and/or Expected Output

• Review all completion reports of MWSIP Stage 1 activities for program closure.
• Provide inputs for the preparation of the Borrower’s Completion Report (BCR).
• Advise and attend to matters connected with water resources planning, water allocation and modelling
study.
• Review the bidding documents related to MWSIP Stage 2 Project.
• Review other documents of MWSIP Stage 2 Project for loan negotiations.
• Ensure timely submission of documents to ADB related to MWSIP Stage 2
Project.
• Coordination with cofinanciers of Stage 2 project and to provide necessary information.
• Manage and attend to all correspondence with ADB, Ministry of Finance, Ministry of Agriculture,
Livestock, Lands and Irrigation, Department of Irrigation, Mahaweli Authority of Sri Lanka and other
stakeholder agencies.

Minimum Qualification Requirements

The consultant must possess the following educational qualifications and working experience:
• Graduate degree in Civil Engineering or a related discipline, with postgraduate studies in water
resources management, irrigation or a relevant field.
• At least 10 years of similar experience in foreign-funded irrigation projects.
• Overall, 15 years of experience after graduation.
• Sound communication skills in English (both writing and speaking).
