Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions provide expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of food security and livelihoods. Present in 26 countries, SI’s teams – a total of 3,200 people, including expatriates, national employees, permanent staff at headquarters, and a few volunteers – operate with professionalism and commitment while respecting cultures.

The mission

The mission

The Solidarités International (SI) mission in Chad and Cameroon merged in 2021. Since June 2025, it has also merged with the CAR, named Tchamerca.

Its coordination is based in Yaoundé. It is composed of members of six departments – programs, SERA, Grants, Human Resources, Finance and Logistics – and a Country Director.

SI Tchamerca also has a Deputy Director of Programs, two Area Operational Directors in N’Djamena and Bangui, and three field coordinators (CT).

SI Tchamerca operates in the Lac, Ouaddaï and Sila regions of Chad, in the Far North of Cameroon, in Ouham and Nana Mambere in CAR, as well as in Bangui, N’Djamena and Yaoundé. The mission receives humanitarian (CDCS, ECHO, BHA, PRM, UNHCR, FH) and development (AFD, DUE) funding.

It currently carries out emergency assistance, livelihood strengthening and access to water, hygiene and sanitation (WASH) projects.

10 Bases and sub-bases, including 7 operational ones, Makary, Maroua (Cameroon), Baga Sola, Adré, Goz Beïda and a base in the process of opening in Iriba (Chad), Markounda and Bouar (CAR). The coordination offices are located in Yaoundé, with sub-coordinations in N’Djamena and Bangui.

Number of international employees: 20.

Projected 2025 budget: approximately 14 million euros.

Description of the offer

General objective:

The WASH Program Manager is responsible for implementing and achieving the objectives defined in the operational proposals:

  • He oversees the operational teams and resources assigned to the program.
  • It ensures the proper functioning and quality of the program’s WASH activities and, where necessary, suggests adjustments or developments to ensure their relevance.
  • As the cornerstone of our field operations, the WASH Program Manager is a critical leader who skillfully balances technical expertise with strong managerial skills.

We are seeking a dynamic individual with exceptional interpersonal skills, capable of fostering clear and effective communication at all levels, from team members to supervisors and external partners, in an emergency context linked to a cholera epidemic.

Main Challenges:

  • Leading a specific team to respond to a cholera epidemic in eastern Chad, launching the first activities of Solidarités International in the Dougui camp and surrounding localities, Ouaddaï province, and monitoring the epidemic in other camps and host localities
  • Project diagnosis and design

Priorities for the first 2/3 months:

  • Establishment of an emergency team adapted to the response to the epidemic, proposal and implementation of specific activities focused on the fight against the epidemic in coordination with other actors (UNHCR, IMS, World Vision, etc.);
  • Supervision of all activities in the Dougui camp and surrounding areas
  • Active participation in coordination meetings related to the epidemic and reporting to the hierarchy
    Active humanitarian monitoring

Your profile

Training:

BAC +4 at least in civil engineering, hydraulics, etc. or diploma in the EHA field

Experience and technical skills:

  • 3 to 4 years of experience in the humanitarian sector
  • 3 to 4 years of experience in an equivalent position
  • Planning, management and execution of construction projects with water and sanitation-related works in response to a cholera epidemic
  • Management of community actions related to water, hygiene and sanitation, preferably among vulnerable refugee populations in camps and hosts (around camps) in response to a cholera epidemic
  • Working in a multicultural team, diplomacy; communication and active listening.
  • Leadership, rigor and organization at work. Strong ability to prioritize and delegate.
  • Ability to adapt both in difficult environments (variable seasons, dry or very hot, harsh, rainy), with limited resources (food, leisure, etc.)

LANGUAGES :

  • French
  • English and Arabic are a plus

SI will offer you the following conditions

A salaried position: Depending on experience, from EUR 2,300 gross per month (2,100 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 600 Euro

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, and repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The EHA/Cholera Response Manager will be based in Chokoyan, a sub-prefecture located approximately 20 km from the Dougui camp. This locality offers the necessary conditions for a relatively stable life, thanks to the existence of a local market, the presence of the state administration and the defense and security forces.

  • Comfortable single room in the office/Guest House powered by a generator with a backup system
  • Internet connection via 3G and telephone network available

Social life and entertainment opportunities are limited. Once a month, it is possible to go to Abéché, the capital of the Ouaddaï province, located about 80 km from Chokoyan.

Project activities will be carried out in areas with security level 3 on a scale of 5. The main constraints are related to physical access problems during the rainy season (July – September or seasonal watercourses called Wadis are in flood), robberies on the roads, loss of communications en route, burglary and armed robbery.
Risk of cholera contamination, area with high potential for meningitis but also other waterborne diseases (Typhoid and diarrhea, etc.), malaria, etc.
