Request for Expressions of Interest
The Government of the People’s Republic of Bangladesh has received credit and grant from the World Bank towards the cost of the Host and Rohingya Enhancement of Lives Project (HELP) and intends to apply part of the proceeds towards payment for following consulting services to be procured under the project:

HELP/SD-8 | Fecal Sludge and Solid Waste Management Consultant (Intermittent)Duration: 30 months over a 36 months (tentative) | Scope of Services:– Strengthen all stages of the sanitation chain, from containment to final disposal- Conduct waste generation and characterization studies, analyze seasonal trends, and support capacity planning for efficient treatment operations- Collect/draft Best Practices case-studies related to FSM and SWM and bring in verifying mechanism in place at the upazila levelsEducational Qualifications:Masters in Chemistry/ Bio-Chemistry/ Environmental Science/ Environmental Engineering/ Sanitation Engineering or relevant degree from a recognized UniversityExperiences:-15 years of working experience in sanitation, waste management, SWM & FSM related areas, in any government/ semi government/ autonomous/ international organizations or in any donor funded projects-5 years of experience working in World Bank or other MDB/ funded projects with a focus on FSM and SWM planning, design, and operations – Preference will be given to the candidate having experiences in the related field with refugee camp, crisis areas and complex context in home or in abroad- Specialized training or certifications in Fecal Sludge Management (FSM), Solid Waste Management (SWM) or Sanitation systems will be considered as an advantage |
Applicants are required to submit their Expressions of Interest (EoI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on Conflict of Interest.
Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DPHE website (http:www.dphe.gov.bd).
The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations for IPF Borrowers.
Expression of Interest needs to be submitted (through email, in person or by mail) to the following address by 12:00 hours on August 21, 2025. Please clearly mention “Expression of Interest (EoI) for Selection of Fecal Sludge and Solid Waste Management Consultant” in the e-mail’s subject line or on the top of the envelope.
The authority reserves the right to accept or reject any or all of the EoIs or cancel the EoI process at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s).
