Objective and Purpose of the Assignment

To support effective communication and stakeholder engagement within the Project Management Unit (PMU),
ensuring clear dissemination of
project-related information and alignment with key stakeholders.

Scope of Work

The Communications Expert will be part of the project management unit (PMU) delivering the project.

Detailed Tasks and/or Expected Output

(i) work closely with the government, PMU members, public awareness community outreach services (PACOS)
non-government organizations (NGO),
and the project implementation assistance consultants (PIAC), to identify the project stakeholders who
have a specific interest in the
development and implementation of water, sanitation and hygiene (WASH) campaign and project delivery;
(ii) coordinating the PACOS NGO, and PIAC to help deliver the PACOC to foster community understanding
and support for the project with a
focus on water resources, sanitation, and related climate change issues;
(iii) working with the PACOS NGO, and PIAC, to implement the project’s overall communications and
consultation plan, prepare the detailed
requirements for communications and participation plan for the project period;
(iv) working with the PACOS NGO, PIAC and ADB staff to organize a series of consultations with
stakeholders and communities (arrange venue,
day/time, logistics, etc.) as inputs to the due diligence and the WASH program;
(v) working with the PACOS NGO, and PIAC develop the presentation materials to be used, including
translations as required of materials and
power-point presentations and the like;
(vi) agree how the consultations will be documented, recorded and facilitate the same;
(vii) ensure that all consultations are coordinated with the specialist undertaking the social
safeguards and gender workstreams;
(viii) prepare a brief report documenting the results of the consultations. Agree the format of the
report with the PIAC so the report may
be integrated, as required, into the due diligence reports being prepared by them;
(ix) coordinating with stakeholders PACOS NGO, and PIAC, contribute to a capacity building plan for
government officers, executing agency,
local communities and other stakeholders relevant to WASH;
(x) finalize the consultations report after ADB and other stakeholders review;
(xi) work closely with the PMU team, PIAC and relevant government staff on environmental and social
safeguards throughout the
implementation period;
(xii) maintain the project website and social media as needed;
(xiii) work closely with the gender consultant on creation of knowledge products by providing
information, stories and photos that will
help raise the profile and build awareness of the project.
(xiv) provide other inputs as may be required by the PMU Project Manager; and
(xv) participate in ADB review mission as needed.
(xvi) ensure project records and documentation are complete and filed to enable easy retrieval for
purposes of responding to ad hoc request
for information or for preparing the project completion report;

Minimum Qualification Requirements

The Communications Expert will have a degree (or work experience equivalent to) in communications,
public relations, stakeholder engagement
and participation or similar and at least 7 years’ experience in working on communications and
consultations for projects delivered by
government and/or international financing institutions. Experience in the water and/or sanitation sector
and/or working for an
international financing institution will be an advantage.

Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 5 Years
