Objective and Purpose of the Assignment

A. Background

The activity under the facility will support the development of an additional water intake for the city
of Osh. Existing intake was completed in September 2016 under the Emergency Assistance for Recovery and
Reconstruction project but was not enough to cope with the needed demand in clean and uninterrupted
water supply during the rainy season and related high-water turbidity. The new water unit will be
located upstream of the existing one, in a section of the river that will not be affected by the
torrential rains that cause the water turbidity on the existing intake, providing 400,000 people with
access to safe, clean, and reliable water supply. The activity will improve the development impact and
sustainability of the project.

The construction engineer (technical supervision) is expected to be hired until the end of the project
on 30 December 2025 on a continuous basis.

B. Objectives of the Assignment

The objective of the assignment is to ensure effective technical supervision of construction work of the
project.
Place of work is Osh City.

Scope of Work

The specific tasks of the construction engineer will include, but are not limited to:
• Review of project documents, construction and construction supervision contracts, and other documents
related to the performance of construction and supervision contracts;
• Reviewing contractor and consultant work programs, and participating in the review of payment
projections;
• Monitoring physical progress of work, identifying discrepancies between the approved plan and actual
accomplishments, and proposing solutions to correct these discrepancies
• Preparing and/or ensuring preparation of progress reports for submission to ADB and government
agencies;
• Preparing and providing necessary information of the technical unit upon requests, other
organizations, ministries and agencies of the Kyrgyz Republic on issues within the competence of the
Division;
• Maintaining the necessary documentation on completed works during the construction period of the
project.
• Granting contractors the right of access to the facilities;
• Assisting contractors in obtaining permits, licenses or approvals;
• Periodic review of interim payment certificates to ensure consistency with Contractor’s reports and
actual physical progress of work;
• Approval and confirmation of completed works in interim and final certificates (confirms the scope of
completed works by signing the said certificates (reports));
• Control over elimination of defects and deficiencies by the contractor within the terms established by
the contract (agreement);
• Control over fulfillment by all participants of construction of requirements on road traffic safety,
labor protection and occupational safety at main and auxiliary facilities;
• Assisting in preparation of materials for amendments to projects, execution of contracts on the
project being implemented and control over execution of decisions made within the competence of the
Division;
• Preparation of materials for consideration and approval of changes in design solutions arising in the
course of construction, prompt resolution of issues on replacement, if necessary, of materials,
products, structures (without reducing the quality of construction projects), contributing to the
elimination of causes causing delays and deterioration of the quality of construction works, taking
measures to prevent them;
• Preparing and reviewing change orders, amendments to contracts or agreements for construction works;
• Timely preparation of approval materials with local and regional authorities on land allocation for,
bases, parking lots for the construction period, changes in design and construction solutions;
• Performing other tasks, under the direction of the PMO Director.

Detailed Tasks and/or Expected Output

D. Reporting and Deliverables

The construction engineer (technical supervision) is directly subordinate to the Director, is appointed
and dismissed by the Mayor of Osh City on the proposal of the supervising Vice-Mayor and in consultation
with donors. The translator/office manager shall exercise his/her functions and powers within the limits
established by the present TOR and the relevant consultant contract concluded at the time of his/her
appointment.

Minimum Qualification Requirements

The construction engineer (technical supervision) must have:
• Higher education in the field of civil and industrial construction;
• At least 5 years of general experience in the sector;
• Experience in international projects financed by international financial institutions is an advantage,
especially in hydro-technical construction projects as a technical supervision engineer;
• Certificate to practice as an engineering services professional (hydraulic engineering);
• Experience in project implementing using FIDIC, GOST, SNiP KR, SP KR, and relevant laws of the Kyrgyz
Republic regulating construction works;
• Good computer skills, knowledge of all Microsoft Office applications, CorelDraw, AutoCad, Excel;
• Letters of recommendation are desirable;
• Certificates of participation in seminars held by international institutions, national specialized
agencies is an advantage.
• Ability to work in a team
• Excellent communication skills and ability to work under tight deadlines.
• Working language level in Kyrgyz and Russian, English is preferable.
