DESCRIPTION OF DUTIES:
PURPOSE OF CONSULTANCY:
PAHO/WHO is looking for a national consultant who will support the implementation of priority activities under the National Strategy for Laboratory Services as well as the activities under the PAHO Guyana Environmental Determinants of Health portfolio. As part of the Communicable Diseases (CDE) / Public Health Emergencies (PHE) / Social and Environmental Determinants of Health for Equity (DHE) country team, the consultant will collaborate towards developing and implementing corresponding workplans, particularly in relation to the activities and deliverables outlined in these terms of reference.
BACKGROUND:
One Health is a policy that aims to prevent and prepare for current and future health challenges at the human-animal-environment interface by fostering collaboration and coordination across governance frameworks of human, animal, plant, and environmental health programs. During the 59th Pan American Health Organization (PAHO) Directing Council in September 2021, countries in the Region of the Americas adopted Resolution CD59.R4 “One Health: A comprehensive approach for addressing health threats at the human-animal-environment interface”, mandating PAHO to coordinate, promote, and provide technical cooperation to support countries and territories in implementing One Health. The Ministry of Health- Guyana officially requested PAHO support on the implementation of the One Health Initiative in March 2022. As of August 2023, through PAHO’s One Health Initiative technical cooperation in Guyana, the Voluntary External Evaluation / Joint External Evaluation of International Health Regulation (IHR) Capacities has been completed in the country, systematically documenting important gaps on the country’s IHR capacities including those that pertain to laboratories and health risks related to climate change and environment. In 2024, PAHO reinforced technical cooperation on Climate and Health in the country; and by July 2024, also completed support in developing Guyana’s National Strategy for Laboratory Services. For the remainder of 2025, PAHO Guyana is set to review potential technical cooperation on air quality and the health with MOH and other national counterparts.
DESCRIPTION OF DUTIES:
Under the direct supervision of the PAHO-GUY Advisor, Communicable Diseases Control and Elimination, the consultant will provide support to the implementation of priority capacity-building activities under the National Strategy for Laboratory Services particularly those relevant to Influenza, the International Health Regulation (IHR), and Disease Elimination Initiative; as well as the activities pertaining to Climate and Health, air quality, water, and sanitation. These duties and deliverables are outlined as follows based on the objectives of the consultancy.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by PAHO/WHO.
