Overview of position

  • Our client supports the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world.   • The ongoing conflict has caused significant disruptions to the supply chain & to the overall availability of services. In light of the reduced or even absent provision of public services, communities have been affected by disease & environmental degradation. Physical damage to infrastructure & the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to & quality of services, that are often interrelated.
  • Our client is undertaking a multi sectoral engagement aims at restoring urban services mainly in energy, urban roads, water & sanitation (WASH), municipality services with focus in water & sanitation targeted cities in Yemen using an integrated approach. Hence they are seeking to recruit a highly qualified coordinator in the field to achieve the following objectives as stated in this TOR.

Role objectives

The Water & Sanitation Coordinator provides professional technical, operational & administrative assistance throughout the urban water &sanitation programming process, through the application of theoretical & practical technical skills in researching, collecting, analysing & presenting program information while learning organizational rules, regulations & procedures to support the development, implementation & monitoring of the urban water & sanitation support output results of the country program. Specific responsibilities include but are not limited to:

Stakeholder management:

  • Maintain solid working relationship with the key stakeholders of the WASH sector including the beneficiaries & other project partners, prepare technical reports & inputs for program preparation & documentation, ensuring accuracy, timeliness & relevance of information.
  • Assist in the development & establishment of urban water & sanitation support sector related outcome & output results, as well as related strategies, through analysis of urban water & sanitation sector needs & priorities.
  • Provide technical & administrative support throughout all stages of programming processes by executing & administering a variety of technical program transactions, preparing materials & documentations, complying with our clients processes to support progress towards the urban water & sanitation related outcome & / or output results in the country program.
  • Prepare required documentations & materials to facilitate review & approval processes.
  • Contribute to enhancing ownership of the project by the beneficiaries.
  • Support the Project Manager in developing effective communication plans & mechanisms for resolving conflicts among the various project participants.

Program coordination monitoring & reporting:

  • Work collaboratively with internal & external colleagues & partners to collect / analyse / share information on implementation issues, suggest solutions on routine program implementation & alert appropriate officials & stakeholders for higher level interventions & / or decision.
  • Keep record of reports & assessments for easy reference.
  • Monitor & report on the use of sectoral program resources (administrative & other assets), verify compliance with approved allocations based on regulations / procedures & donor commitments with standards of accountability & integrity.
  • Report on issues identified to enable timely resolution by management / stakeholders.
  • Support the Project Manager in identifying & managing risks so that maximum benefit to the stakeholders is achieved.
  • Support the Project Manager in developing progress reports, updating risk & issue logs / registers & any other required documentation in compliance with our clients project management manual.
  • Follow up on unresolved issues to ensure proper resolution.

Technical & operational support for program implementation:

  • Undertake field visits & surveys, collect & share reports with partners / stakeholders.
  • Report critical issues, bottlenecks & potential problems to supervisor, for timely action.
  • Provide technical & operational support to government counterparts, NGO partners, WASH cluster, UN partners & other office partners / donors on the application & understanding of our clients policies, strategies, processes & best practices in urban water & sanitation to support program implementation.

Knowledge management:

  • Participate in the relevant communities of practice at HQ level.
  • Contribute to the dissemination & sharing of best practices & lessons learned for development planning & knowledge building.
  • Support the project team in compiling lessons learned as per reporting format.

Project reporting

This role reports to the line manager.

Key competencies

  • Master’s degree in project / program management or other relevant field with a focus on water & sanitation from a reputable university with 5 years of experience or a bachelor’s degree with a combination of 2 additional years of relevant field is required.
  • Additional relevant postgraduate courses are a strong asset.
  • More than 15 years working experience in project assessment, design & management experience in rehabilitation projects & construction projects.
  • Experience in international cooperation technical assistance is desired.
  • Strong managerial, communication, coordination & organizational skills is required.
  • Willingness to travel regularly (outside & inside Yemen) is required.
  • Excellent knowledge of English & Arabic languages are required.
  • Ability to work under pressure & work with a culturally diverse team of local & international members.
  • Very good knowledge in written & oral of English & Arabic languages is required.

Team management

This role has no team management responsibilities.
