Role Title: Sr. Consultant / Consultant, Project Management – Water Conservation

Role Level: Should have 3-8 years of relevant work experience with a background in water conservation, Rural Development, and agriculture, Public Policy.

Location(s):
New Delhi (based at Niti Aayog)
Mumbai (Maharashtra) (Soil and Water Conservation Department)

Please note: The assigned location is non-negotiable. The role will entail significant intrastate travel as per work assignment.

Gross Compensation: Commensurate with experience and will match Indian development sector norms.

Project Overview – Rejuvenation of Waterbodies (RWB)
The Rejuvenation of Waterbodies (RWB) initiative is a community-driven, tech-enabled model designed to revive existing water bodies. The model is built on farmer participation, with farmers contributing a significant portion of the project cost, balanced by support from the Government and/or donors.

To ensure transparent progress tracking and real-time feedback, the project is supported by a dedicated Android app (Avni Gramin) and a data dashboard. Consultants will perform real-time analysis, working closely with government departments to support RWB work under various flagship schemes.

Having successfully collaborated with multiple states over the years, the technical partner, funder, and Catalytic Corps are now supporting both central ministries and state governments (such as in Maharashtra) to scale this impactful initiative across the country.

Language Requirements (Mandatory)
Proficiency (reading, writing, and speaking) in the specified languages is essential for the respective locations.

For New Delhi: English and Hindi.

For Maharashtra (Mumbai): English and Marathi.

Roles and Responsibilities
The incumbent will play a crucial role in the planning, implementation, and monitoring of the RWB project at either the national or state level. Responsibilities include but are not limited to:

1. Planning & Strategy:
• Identify key strategic levers to advance RWB work in assigned geographies.
• Analyse relevant government policies and develop concise briefs for decision-makers to inform the design and delivery of projects.
• Plan the end-to-end delivery of RWB initiatives in selected regions.

2. Implementation & Capacity Building:
• Ensure smooth project implementation by coordinating effectively with Central Ministries, State departments, and implementation partners. Act as a central liaison unit.
• Build the capacity of relevant stakeholders, including Government officials and NGOs, by designing and conducting online/physical trainings and workshops.
• Support the Department in disseminating notices/circulars and gathering information from district officials as required.

3. Data Management & Reporting:
• Track and monitor all data flowing into the tech platform, comparing planned progress against actual achievements.
• Analyse incoming data to identify trends, troubleshoot issues, and recommend corrective actions.
• Create formats for data collection and monitoring if required.
• Develop weekly updates and regular progress reports for department heads, technical partners, and funders.

4. Stakeholder Engagement & Field Operations:
• Establish and maintain regular communication channels with state and district officials for updates and support.
• Conduct site visits to selected states, districts, and blocks to monitor project activities and provide on-ground support.
• Serve as a primary point of contact and facilitate effective collaboration among diverse stakeholders, including NGOs, senior government officials, donors, and community members.

Preferred Qualifications & Skills
• A Master’s degree in Public Policy, Agriculture, Management, Environmental Science, Water Conservation, or a related field from a reputed academic institution.
• 3-8+ years of work experience with a background in/understanding of water conservation, rural development, and agriculture.
• Prior experience working directly with Government agencies, or as part of a Project Management Unit (PMU), is highly desirable.
• Pro-active, self-motivated individual with a positive attitude and the ability to learn quickly.
• Strong analytical skills with proficiency in data analysis and presentation; high proficiency in MS Excel and PowerPoint is a must.
• Demonstrated understanding of using technology for the implementation and scaling of large-scale projects.
• Excellent communication skills, with the ability to engage effectively with various stakeholders.
• A strong team player willing to travel extensively to rural parts of the country as needed.
• An understanding of different Government schemes and methods of leveraging them will be a significant advantage.
