The Government of Sindh has received financing from the World Bank toward the cost of the Sindh Water and Agriculture Transformation Project (SWAT) Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Sindh Strategic Water Plan (SSWP) builds upon the recommendations of the Sindh Water Policy-2023 and aims to address urgent water-related environmental, climatic, and socio-economic challenges in Sindh. It will serve as the guiding framework for Integrated Water Resources Management (IWRM) for the province of Sindh.

Objectives of the Assignment

The objective of the SSWP is to provide a road map for integrated water resources management in Sindh considering the following dimensions:

  • the short (5 year), medium (20 year), and long (50 year) term for the entire province
  • key water resources management challenges
  • IWRM planning
  • resource management strategies

The SSWP formulation process will incorporate the following approaches;

  • Defining hydrological planning regions for regional IWRM strategies
  • Diagnosing critical water resource challenges
  • Identifying innovative and transformative water management approaches
  • Framing Sindh’s approach to interprovincial water sharing within the Indus Basin
  • Ensuring inclusive, participatory planning across stakeholders

The Planning & Development Department (P&DD), Sindh through Project Coordination & Monitoring Unit (PCMU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1Core business in water resources with at least 10 years of operational experience.
2Successfully completed at least three (3) similar assignments in the last seven (7) years involving water resources planning.
3Demonstrated international or regional experience to ensure global best practices in strategic water planning.
4Strong capacity for fieldwork, stakeholder consultations, participation and institutional development.
5Access to a qualified multidisciplinary team, including expertise in hydrology, climate science, socio-economics, agriculture resources, GIS, public policy, and stakeholder engagement.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and

3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality-Based Selection (QBS) method set out in the Procurement Regulations.

Pre-EOI Meeting

A Pre-Expression of Interest (Pre-EOI) session will be held in person or virtually to brief interested potential consulting firms on the scope, objectives, and expectations of the SSWP assignment. The session will also provide an opportunity for clarifications and open dialogue.
