NHA seeks a Legislative Affairs Manager. Working closely with the Director of Legislative Affairs, this position plays a crucial role in advocating for the hydropower industry’s legislative priorities before Congress and state legislatures. This is an integral role that works to champion water power through advocacy, education, industry collaboration, and to promote the development and utilization of new and existing water power sources.
Essential Duties and Responsibilities
Policy & Advocacy:
- Collaborate with the Director of Legislative Affairs to execute NHA’s federal and state legislative agenda, including licensing and tax reform, and other policies to support the waterpower industry.
- Assist with developing lobbying materials and coordinating Hill meetings and member engagement for NHA Advocacy Day.
- Build and maintain bipartisan relationships with Congressional staff and policymakers.
- Perform policy research and develop written content such as articles, issue alerts, fact sheets, and more.
Communications & Events:
- Serve as a subject matter expert and assist with planning and organizing NHA events, including Waterpower Week in Washington, Clean Currents, and regional meetings.
- Draft written content to inform NHA membership and the broader waterpower community about relevant policy and industry developments.
- Translate day-to-day legislative process insights from Capitol Hill into actionable intelligence for NHA members through software tools like CQ Roll Call Knowlegis and VoterVoice.
Administrative & Organizational Support:
- Support the operations of the Legislative Affairs Committee, helping coordinate meetings, agendas, and outreach.
- Other duties as assigned.
Education and Experience:
- Bachelor’s degree in a relevant field.
- 3–5 years of professional experience.
- Experience with energy, environment and/or tax policy preferred.
- Ties and relationships with Republican Congressional offices preferred.
- Background in legislative affairs, Congressional offices, or trade associations strongly desired.
Skills and Competencies:
- Strong understanding of the legislative process and administrative agency policy-making.
- Excellent written and verbal communication skills.
- Self-starter with the ability to work independently to complete projects and drive organizational efforts forward.
- Track record of working effectively under tight deadlines.
- Strong relationship-building and political negotiation abilities.
- Demonstrated organizational, analytical, and planning skills.
- Comfortable working collaboratively with diverse internal teams and external stakeholders.
