This consultancy is to support the UNEP-European Commission project entitled “Best practices in the design and implementation of Palestinian environment and climate priorities”. This includes work with Palestinian government entities with environmental responsibilities (including but not limited to the Environmental Quality Authority, Palestinian Water Authority, Ministry of Agriculture, Ministry of Planning). The work also extends into a regional sphere, particularly around shared environmental challenges where cooperation can enhance institutional capacity and climate adaptation. UNEP Disasters and Conflicts Branch currently seeks a local consultant to support this work during August 2025 to November (and potential beyond), especially around maintaining and enhancing in-person dialogue with policy communities in Palestine in the development and implementation of capacity building and assessment work.

Responsibilities

The consultant will be responsible for coordinating with key Palestinian interlocutor on advancing project goals, supporting the development of data and information management tools,  supporting work on environmental aspects of recovery and reconstruction within Gaza and the West Bank including around data on environmental impact and science-based recovery, and supporting regional transboundary engagement on climate resilience.

Experience

In addition to a relevant masters degree (minimum), the consultant will have at least five years of experience working with government and other stakeholders within environment and related spheres, including in Palestine, and with delivering written outputs for governmental and intergovernmental audiences.
