Monitoring, Evaluation, Accountability and Learning Coordinator. (MEAL)
Contract type: 2 years Fixed‑term, Full‑time, 39.5 hours per week
Location: Tamale, Ghana
Salary: GHS 179,051 – GHS 225,346 per year with excellent benefits.

About the team
The Sustainable Programmes Department (SPD) offers both strategic and technical guidance in executing the WaterAid Ghana Program Plans. Essential to this department’s role are program design, delivery, risk mitigation, project implementation and adaptive management. With a commitment to upholding WA Program Quality Standards, PMER Policy and Procedures, donor guidelines, and industry best practices. The department ensures that projects are designed and executed to deliver top-tier programs for the benefit of the underprivileged and vulnerable. SPD also ensures that WaterAid’s interventions and partnerships remain relevant and influence policy, practice and systems at various levels to ensure significant contribution towards the progressive attainment of the aims of the country programme strategy.
About the role
The role supports data collection, community feedback mechanisms, learning activities, and reporting processes that inform adaptive programming and ensure program participants are heard and respected. By supporting project teams and partners in applying MEAL tools and standards, the coordinator ensures that evidence and community voices shape decisions and contribute to lasting WASH impact.
In this role, you will:
MEAL System Design
- Lead the process to design and finalize MEAL systems for all projects, including the project’s Theory of Change, results framework, Proframe, MEAL narrative, and operating manual, in a timely manner.
- Serve as the primary in-country representative for the MEAL areas of project design processes.
Monitoring and Data Management
- Lead Project set up, management and reporting in WaterAid Programme Systems (WAPS) including Result frameworks, Risk Plans, Project/Program RAG Ratings, documents uploads.
- Manage mWater platforms for programs/ projects data collection, management and reporting
Evaluation and Learning
- Coordinate baseline, midline, endline assessments and documentating evaluation outcomes.
- Facilitate periodic learning reviews and after-action reflections with project and partner teams.
Accountability and Community Feedback
- Lead Community Output Verification process and data quality checks to ensure consistency and integrity of CP reporting.
- Establish and maintain community feedback and complaint mechanisms across all projects.
Capacity Strengthening and Support
- Train and mentor project staff and partners on MEAL tools, data collection, and accountability processes.
- Support the integration of MEAL into project work plans and proposal development efforts.
Reporting and Documentation
- Contribute to internal and donor reporting by compiling MEAL inputs (charts, analysis, narratives).
- Ensure that all reporting is timely, accurate, and aligned with results frameworks and logframes.
Requirements
To be successful, you will need:
- Bachelor’s degree in social sciences, Development Planning, Public Health, Statistics, Engineering or related field. Master’s degree is an advantage.
- At least 5 years’ progressive experience in MEAL, with strong knowledge of community-based accountability.
- Proficient in digital data collection tools (SPSS, mWater, PowerBI, GIS etc) and Excel or data visualization.
Although not essential, we’d prefer you to have:
- Experience working with donors such as USAID, GAC, UNICEF, or BMGF.
- Knowledge of adaptive programming and evidence-based decision making.
- Familiarity with WASH sector frameworks and indicators.
