Why does the job exist?

This position supports the Emerging Contaminants Program Manager with overseeing and implementing deliverables as a part of the Emerging Contaminants for Small and Disadvantaged Communities Grant by performing engineering reviews for any activities taking place under the grant such as water system planning and design, treatment, or storage, and developing secure and sustainable water system infrastructure through funding and technical assistance.

How does it get done?

– Perform reviews and assessments of water systems under the Emerging Contaminants Program (ECP)
– Support the ECP Manager to develop, issue, and monitor Requests for Proposals (RFPs) for construction and engineering contractors
– Evaluate proposals submitted in response to agency RFPs
– Review and inform project scope with technical staff, design/construction team members and contractors
– Ensure engineering projects comply with eligibility requirements Emerging Contaminants for Small and Disadvantaged Communities grant
– Track consultant progress to meet the purpose for the design of the project and verify the engineering estimate of construction and design is within the allotted grant budget
– Sign and seal with professional engineering seal all final, specific project-related contracts, plans, and reports
– Conduct field visits to projects during design and construction, and communicate conditions with senior engineers, agencies, communities, and consultants as required.
– Participate in grant planning meetings, keep leadership informed of design and engineering plans for grant funded activities
– Present on and answer technical inquiries on grant-funded activities from the public and stakeholders

– Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
– Working with communities and helping them successfully complete water projects
– Implementing projects under federal environmental programs
– Water and wastewater design, project management, or construction
– Reviewing project designs that treat emerging contaminants within drinking water systems or source water

Minimum Qualification

Bachelor of Science degree from an accredited college or university in a relevant engineering discipline with licensure and four (4) years of engineering experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Must be licensed by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License.  Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Must be certified by the New Mexico Board of Licensure for Professional Engineers and Professional Surveyors (NMBLPEPS) as a Licensed Professional Engineer in good standing.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.  Must be able to lift 25 lbs. Travel for site assessment, tracking progress, and inspect completed jobs.
