WASH Evaluation Specialist

Background 

SoCha is preparing a proposal to complete an evaluation of UNICEF’s Mongolia water, sanitation, and hygiene (WASH) Programme, to identify lessons learned and assess the relevance, coherence, effectiveness, efficiency, and sustainability of the WASH Programmes since 2017. The programme has focused on both strengthening national and local mechanisms and improving service delivery at the household level and in public institutions such as schools, dormitories, kindergartens, and health centers. Its integrated approach addresses not only WASH but also disaster risk reduction and environmental protection, aligning with broader goals of climate resilience. The current program addresses (1) WASH services and practices; (2) WASH systems strengthening; and (3) climate change, energy, environment and disaster risk reduction. 

Scope of Work 

SoCha is seeking 1-2 WASH Specialists that bring a strong complementary mix of skills. They will work under the guidance of the Team Leader. At least one Specialist must be based in Mongolia and fluent in Mongolian. The WASH Specialist(s) will:  

  1. Support development of the study design and data collection tools, bringing to bear technical WASH and local context expertise (August/September 2025).
  2. Conduct selected qualitative interviews with key stakeholders (October/November). 
  3. Support analysis and co-author the final report and presentation (December).
  4. Participate in client and stakeholder meetings as required.  

The consultancy will require 15-30 days of labor between August and January, 2025. 

Qualifications and Experience

  1. Master’s degree in International Development, WASH, Development Programme & Evaluation, Public Health, or any related social science discipline 
  2. Demonstrated technical expertise in the WASH sector through implementation or evaluations of WASH programs. 
  3. Evaluation or research experience.
  4. Strong inter-personal skills and ability to engage effectively with senior stakeholders.
  5. Commitment and willingness to work independently, with limited regular supervision.
  6. Understanding of social and environmental safeguards and gender issues surrounding WASH.  
  7. Able to concisely and clearly express ideas and concepts in English, in written and oral forms. 
  8. Mongolian language fluency a strong plus.
  9. Candidates based in Mongolia are strongly encouraged to apply.  
  10. Experience or strong demonstrated familiarity with UNICEF programmes and policies a strong plus.
