Terms of Reference – Project Manager
ICU is seeking a Project Manager with experience in managing international cooperation projects. The selected candidate will be responsible for overseeing, coordinating, and monitoring the implementation of a NEXT MED project funded by the European Union: WISEMED – MEDiterranean joint Water management and conservatIon SustainablE solutions. This includes the management of operational, financial, and communication aspects to achieve project objectives and ensure the timely delivery of technical and financial reports.
He/she will work in close collaboration with project partners, providing guidance and support throughout the project lifecycle.
Main Tasks:
- Supervise and coordinate the implementation of project activities to ensure that objectives are achieved within the established timelines and parameters;
- Coordinate partners and local stakeholders, and manage the project timeline, providing guidance and advice;
- Oversee the financial and accounting aspects of the project: record expenses, plan local transfers, manage local project bank accounts, guide and monitor procurement procedures carried out by project partners, and prepare financial reporting for internal and donor purposes;
- Prepare interim and final reports, both narrative and financial, in line with internal and donor requirements;
- Finalize all project management documentation and submit it regularly both internally and to the donor;
- Ensure compliance with programme guidelines (e.g., ENPI/ENI/Interreg);
- Develop communication and outreach materials related to project implementation, in accordance with the donor’s visibility guidelines;
- Identifying synergies between ICU’s ongoing and planned projects and those of other stakeholders in the region to maximise overall impact, while supporting ICU in developing new project proposals relevant to the sector.
- Liaise with HQ Programme Department as needed, ensuring alignment with institutional policies and reporting standards.
Qualifications, Skills, and Experience:
Essential:
- University degree in a relevant field such as International Relations, Political Science, Agricultural Sciences, Environmental Studies, Economics, or related disciplines.
- At least 5 years of professional experience in the management of international cooperation projects, preferably within EU-funded programmes.
- Demonstrated experience in managing EU-funded projects (e.g. ENI CBC Med, Interreg, IPA, Horizon, EuropeAid), with strong knowledge of financial and narrative reporting requirements.
- Proven ability to coordinate multi-country partnerships, organise transnational meetings, and facilitate effective collaboration among diverse stakeholders.
- Good knowledge of EU procedures and tools, including PRAG rules, grant contracts, procurement, and compliance requirements.
- Experience in developing project proposals under EU or international cooperation programmes.
- Excellent communication, negotiation, and interpersonal skills, with the ability to manage complex workflows under tight deadlines.
- Strong organisational and analytical skills, with attention to detail and result-oriented mindset.
- Excellent command of English and French, both written and spoken.
Desirable:
- Previous experience in projects related to the Mediterranean region or in sectors relevant to Interreg NEXT MED priorities (e.g. climate change,water management, agriculture, innovation, social inclusion).
- Knowledge of Arabic is considered an asset.
- Familiarity with capitalisation strategies, visibility and communication tools (e.g. social media, EU branding).
- Experience working with or within NGOs, international agencies, or public institutions in the Euro-Mediterranean area.
- Knowledge of the NEXT MED Programme priorities, governance structure, and project cycle is a strong plus.
