The Conference of Peripheral Maritime Regions – Intermediterranean Commission (CPMR-IMC) is seeking an experienced consultant or service provider to support the implementation of a Transformative Innovation Policy Lab (TIPLab) focused on Sustainable Water Management in Mediterranean Coastal Regions.
This activity is part of the Dialogue4Innovation project, one of the two governance projects under the Innovative Sustainable Economy Mission of the Interreg Euro-MED Programme

Contract duration: September 2025-December 2026
Maximum budget: €16,600 (excluding VAT)
Location: Remote, with onsite participation to events expected
SCOPE OF WORK – The selected expert will be responsible for:
- Designing and delivering three TIPLab sessions, including preparatory research and co-organization of workshops;
- Engage key regional authorities and other quadruple helix stakeholders across the Mediterranean Sea-basin
- Discuss systemic territorial challenges, explore innovative solutions, debate key legislation and discover ways to translate findings into public policies
- Participating in required training sessions and the 3rd Med Innovation Camp (October 2025);
- Managing final reporting, monitoring, evaluation, and learning processes.
CANDIDATE PROFILE – Applicants must demonstrate :
- Proven experience in facilitation and stakeholder engagement processes;
- In-depth knowledge of sustainable water management policies in the Mediterranean and EU contexts;
- Familiarity with European Territorial Cooperation projects and innovation-oriented initiatives (e.g. Interreg, S3, ISE Mission);
- Strong communication and collaborative skills;
- Excellent command of English; knowledge of other Mediterranean languages (French, Spanish, Italian, Greek) is considered as an asset.
EVALUATION CRITERIA – Applications will be assessed based on:
- Methodological approach (30 points);
- Relevant experience and qualifications (40 points);
- Financial offer (30 points).
A strong methodological proposal including a preliminary concept note and realistic calendar of activities will be considered an asset.
