BACKGROUND
In advance of several upcoming opportunities in Palestine, we are seeking candidates for long-term and short-term positions across seven target themes: 1) governance, 2) trade, economic development, and infrastructure; 3) water; 4) education; 5) inclusive development; 6) stabilisation; 7) programme delivery and oversight.

Our key technical areas of focus include: public financial management and accountability, revenue reform, customs, trade and investment facilitation, conflict, stability and security, inclusive economic growth, sustainable extractives industries, social service delivery, climate adaptation, monitoring and evaluation, as well as women’s economic empowerment.

AIM OF THIS EXPRESSION OF INTEREST
We are issuing this call to build a roster of experts ahead of the release of our target opportunities. We are looking for experts who can provide specialist knowledge and expertise relating to each of the following sub-themes:

  1. Sub-theme 1 – Governance, including:
    1. Public financial management
    2. Fiscal policy
    3. Institutional reform and strengthening
    4. Reform planning
    5. Delivery units
  2. Sub-theme 2 – Trade, economic development and infrastructure, including:
    1. Private sector development and job creation
    2. Trade facilitation and market access
    3. Infrastructure planning and delivery
    4. Economic governance and policy-making
  3. Sub-theme 3 – Water, including
    1. Water sector and utility capacity development
    2. Wastewater management
    3. Water resources management
    4. Irrigation
    5. Water sector infrastructure development (FS, planning, design, supervision)
  4. Sub-theme 4 – Education, including
    1. K-12 teacher education and professional development
    2. Educational leadership
    3. Education system reform
    4. Inclusive education
  5. Sub-theme 5 – Inclusive development, including GEDSI
  6. Sub-theme 6 – Stabilisation, including
    1. Conflict analysis
    2. Security and justice reform
    3. Conflict prevention, resolution, and mediation
    4. Social cohesion and resilience
  7. Sub-theme 7 – Programme delivery and oversight, including
    1. Programme leadership
    2. Programme management
    3. Monitoring and evaluation
    4. Grant management
    5. Operations management

QUALIFICATIONS 

  • Minimum of bachelor’s degree in relevant technical area; advanced degree preferred
  • 5+ years of progressively responsible work experience within the identified themes
  • Experience working collaboratively with the Palestinian Authority preferred
  • Experience with bilateral donor-funded projects preferred
  • Strong writing and interpersonal skills;
  • Familiarity with Middle East and North Africa is required; experience in OPTs highly desired
  • Fluency in English and Arabic
