International Water Supply and Sanitation (WSS) Engineer

The Kyrgyz Republic has received financing from the IDA (International Development Association) toward the cost of the “Climate Resilient Water Services Project” and intends to apply part of the proceeds for consultant services.
The consulting services (“the Services”) include a technical assistance in the due diligence, quality control, technical and advisory support, and knowledge transfer to the SIDWSWD on of the conceptualization and design of engineering solutions, implementation monitoring and contract management. The International WSS Engineer is expected to lead the data compilation and analysis of WSS systems planned for intervention under the SIDWSWD investment program, monitor and assist with quality control of preparation of design and estimate documentation (DED) for the priority villages in Batken, Chuy, Osh and Issyk-Kul oblasts under the universal access program, including compliance with national and international standards; engineering advise and technical support to the SIDWSWD and its project implementation unit in the procurement of consulting firms, works contracts and services for the development of WSS infrastructure in these priority villages: and assist with implementation support, including but not limited to contract management and technical due diligence, coaching and training of young engineers.
State Institution of Drinking Water Supply and Wastewater Disposal of the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic under the Cabinet of Ministers of the Kyrgyz Republic now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant shall meet following qualification requirements:
- Bsc or Master’s in water supply and sanitary Engineering, Civil or Hydraulic Engineering;
- Experience in the design and construction of water supply, sewerage, wastewater treatment and other related infrastructure facilities;
- Experience in monitoring construction operations, verifying their compliance with design solutions and requirements of international standards;
- Experience in analyzing and evaluating design solutions for wastewater treatment and water supply, including monitoring compliance with international standards and advanced technologies;
- Experience in implementing similar infrastructure projects financed by international agencies (WB, ADB, EU, USAID, UNDP and other international donors), including preparation of technical reports, construction supervision and contract management;
- Experience in capacity building (trainings, education), conducting trainings on technical and contract management issues;
- Experience in contract management, including practical application of FIDIC contract terms and conditions, change management, terms and budget control, and interaction with contractors and consultants;
- Experience of working in Central Asia or in countries with similar climatic and infrastructure conditions;
- Technical working level of both English and Russian is key requirement.
A Consultant will be selected in accordance with the Individual Consultant selection (IC) method set out in the Consultant Guidelines.
