Overview of position
- Water resources management is a pressing issue in Yemen due to its arid climate & limited water availability. Yemen faces significant challenges in this regard, including limited agricultural productivity, high levels of malnutrition & vulnerability to natural disasters.
- With BMZ funding through the German Development Bank (KFW), our client in Yemen & KfW have established a partnership focused on enhancing water resources management & food security in the country. This collaboration aims to address the critical challenges faced by Yemen in these areas & contribute to sustainable development. In addition, KFW & our client in Yemen acknowledge the importance of addressing food security concerns in the country. To tackle these issues, this partnership focuses on promoting sustainable agricultural practices, supporting small scale farmers & strengthening local food systems. By enhancing agricultural productivity & ensuring access to nutritious food, these initiatives contribute to reducing hunger & poverty in Yemen.
- Recognizing the urgent need to address these challenges, KfW & our client have joined forces to implement an integrated water resources management project that aims to enhance the resilience of agriculture & food security in Yemen. The project (integrated water resources management to Enhance Resilience of Agriculture (ERA) & food security) includes the construction & rehabilitation of water infrastructure to increase agricultural production, promoting access to markets & empowering women in agriculture value chain in Yemen.
- The overall objective of the project is for poor Yemenis whose livelihoods depend on primary water sources for productive uses to be able to enhance their livelihood resilience through the development & rehabilitation of water infrastructure enhancing water availability in support of sustainable agriculture, implemented at key priority areas within a catchment.
- This objective of this 3 year project (November 2023 – October 2026) will be achieved by investing in new water harvesting infrastructure aimed at augmenting existing supplies to efficiently capture surface water as well as sustainable groundwater such as small to medium surface & subsurface dams, dikes, weirs, etc.
- The objective will also be achieved by rehabilitating existing damaged or unmaintained infrastructure which could include community cisterns, shallow wells, canals, water storage infrastructure, soil erosion control measures, bank protection, low tech agricultural infrastructure, flood protection structures (gabions, terraces & embankments). The project aims to contribute to the overall development of the agricultural value chain & market accessibility by rehabilitating farm market roads. These roads serve as vital links connecting farmers with local markets in the targeted districts, enabling efficient transportation of agricultural products & enhancing the overall agricultural value chain.
- The target beneficiaries include small holder farmers, women & IDPs working on agriculture. The total number of beneficiaries can reach up to 70,569 individuals, 37,123 of whom will be women in 4 districts located within the Tuban catchment equally shared between the two governorates of Taiz (Almawaset & Alselw districts) & Lahj (Tuban & Almosaymer districts).
Role objectives
Our client in Yemen seeks to engage a highly skilled & experienced Civil Engineer with a solid background in the construction & rehabilitation of water infrastructure, including water storage, irrigation systems, flood control works, modern irrigation tools & solar water pumps. The candidate must also have expertise in technical supervision, project monitoring, on site implementation follow up & the review of project reports & tender documents. This role is crucial for the success of the “integrated water resources management for agricultural resilience & food security” project, which aims to enhance agricultural production, improve market access & empower women within the agricultural value chain in Yemen through the construction & rehabilitation of water infrastructure. The Civil Engineer will play a pivotal role in ensuring the technical quality & successful implementation of these infrastructure interventions, thereby contributing significantly to the project’s overall objectives. The Civil Engineer will be focused on the following key responsibilities areas:
- Regular site supervision, monitoring & reporting: Oversee project interventions to ensure compliance with technical specifications & our client’s standards during project implementation in (Almawaset & Alselw districts) in Taiz governorate & conduct regular on site evaluations & issue necessary reports regularly to reflect project progress & compliance, the transportation fees for these regular site visits will be covered by the Civil Engineer on his own cost.
- Detailed documentation review & evaluation: Assess reports, technical documents & specifications submitted by consulting firms supervising project implementation, provide thorough reviews of periodic reports & technical documents (including drawings & specifications), verifying compliance & the quantities of implemented items & ensuring their conformity with actual work completed. As well as reviewing & evaluating the documents submitted by the consulting firms involved in the assessment & designing project packages.
- Tender support: Participate in the tender evaluation process by reviewing technical proposals & assessing the tender documents.
- Site assessment & design: As needed, the Civil Engineer will conduct preliminary & detailed assessments & prepare tender documents (designs, Bill of Quantities (BOQ’s) & specifications) for the project interventions.
Under the overall guidance of the ERA Project Manager & the direct supervision of the ERA Project Engineer, the Civil Engineer will operate within a matrix management structure & will report technically to the Head of the Engineering Unit. The Civil Engineer will carry out duties in accordance with the responsibilities delegated by the Project Manager. The role also involves close collaboration with the engineering unit, project staff & the climate change, energy & environment unit team to exchange information & support effective project delivery. Key responsibilities include:
Support the supervision & monitor the progress of infrastructure interventions:
- Conduct field visits to several potential locations requiring specific technical assistance & based on performed assessment recommend the best solution for project implementation & contracts management, to mitigate any deviation & ensure timely delivery.
- Reviews Terms of References (TOR’s) for detailed design or supervision for construction / rehabilitation of interventions where needed.
- Support during the on site monitoring of quality & quantities of works, costs, schedule, safety & environment issues, in full compliance with the applicable laws, bylaws, regulations, technical standards & legal requirements in the Republic of Yemen.
- Monitor & evaluate the ongoing construction works & identify any deviations from design specifications & shop drawings. In addition, ensuring the correct implementation of the works according to technical specifications, drawings, workmanship & quality of materials.
- Monitor the progress of work & prepare status report according to contract schedules, specifications & project plan. Review budget estimates based on the recommended solutions for project implementation & contracts management.
- Assist in providing an assessment of any variation for approval of the Civil Engineer.
- Check completed works before they are covered by the contractor, taking photos & measuring / sketching.
- Take daily pictures & collating these in digital formats for the contract records & duly maintain an electronic library of photos of the progress of the works.
- Ensure that health & safety measures are adopted & followed to the full extent & with no deviation & if needed instruct additional safety measures.
- Coordinate the works & oversee the construction & supervision activities for the interventions under his / her responsibility.
- Check & verify quantities of work done & review & approve contractors’ payments.
- Assist in the preparation of inspection for the substantial / final completion & snag list & approval of as built drawings.
- Maintain a filing system for all site memos & instructions, measured quantities of work & materials on site, reports & other documents & correspondence related to the construction activities.
- Collate the quality & operational documents in digital formats for the contract records & maintain an electronic library of the progress of the works.
- Assist in the preparation of the completion event & technical site visit.
- Attend weekly & monthly site / office meetings & take minutes of meetings to be given to the Project Coordinator, the Project Manager & the engineering unit.
- Ensure that the daily records are kept on the site workbook, sign on the site workbook.
- Inform the Project Coordinator, the Project Manager & the engineering unit of any problem which may arise with the contractor.
- Carry out any other tasks related to the works & the project given by the Project Coordinator, the Project Manager & the engineering unit.
Review documents, reports & bidding documents in coordination with the relevant functional areas of our client & provide effective support throughout all stages of the project:
- Oversee & review the technical project & tender documentation (TOR, tender dossier, tender evaluation, etc.) for the implementation of specific rehabilitation / construction tasks by contractors & IPs.
- Review & comment on design documents prepared by the Project Engineers, consultants, RPs & IPs, ensuring accuracy & compliance with project requirements.
- Collaborate with procurement staff to identify potential bidders & ensure they are qualified, conduct pre bid meetings to address bidder queries & provide clarification & negotiate contracts terms & conditions.
- Oversee the bid submission process, ensure compliance with our clients requirements & evaluate bids received, ensuring compliance with the bidding document & criteria.
- Collaborate with the procurement staff to ensure that necessary supporting documentation is in place prior to the issuance of tender.
- Full compliance with the United Nations (UN) rules, regulations, policies & strategies, implementation of effective internal control, proper design & functioning of client oriented engineering services workflows.
- Support in the business process mapping & establishment of internal Standard Operating Procedures (SOPs) in engineering services.
- Support in the constant monitoring & analysis of the operating environments, timely readjustment of the operations, advice on legal considerations & risk assessment that impacts on engineering services.
- Support in reviewing requests for new construction & rehabilitation works, carrying out assessments & preparing the follow up action plan with recommendations.
Provide technical support & inputs during the preparation of assessment & design documents for rehabilitation / construction interventions & ensure quality assurance:
- Conduct initial assessments & inception visits & consultations to gather necessary data & determine the rehabilitation or construction needs.
- Oversee comprehensive technical design plans & specifications, ensuring compliance with relevant codes & standards.
- Analyse & prioritize interventions based on feasibility, design challenges & budgetary constraints & recommend innovative solutions.
- Provide technical inputs & guidance throughout the design & construction process.
- Conduct technical assessments & audits to identify potential design issues or construction risks.
- Advise on materials selection, construction methods & quality control measures to ensure adherence to project specifications.
- Monitor construction activities to ensure compliance with the design documents & ensure quality outcomes.
- Conduct regular site inspections, monitoring the quality of construction, materials & workmanship.
- Prepare technical reports, including progress updates, recommendations & any required corrective actions.
- Collaborate with construction teams & contractors to address technical issues, provide technical guidance & ensure project success.
- Assist in establishing a project management plan with requirements & ensuring effective & efficient management of the project.
- Assist in designing & preparing shop drawings, analysis, calculation sheets, technical specifications, scope of work & BOQs for construction projects.
- Assist in ensuring that necessary supporting documentation is in place prior to issuance of tender by the procurement unit.
- Participate in the evaluation of bids & selection of the best bidder to the tender for (re)construction works & assessment of the bidder’s competencies & experience against minimum qualification requirements as per the procurement solicitation requirements.
- Assist in the analysis of measures, quantities & description of each item in the offers against the advertised BOQ’s.
- Assist in the analysis & review the offered unit rates against the cost estimate in correlation BOQs provided by contractors / consultants & to assess whether they are realistic evaluation process with our client’s procurement procedures.
- Contribute towards the analysis of general physical conditions of proposed sites.
- Assist in preparation of a written report about the compliance of the evaluation process with procurement procedure & recommend the most suitable bidder & provide support to procurement &d legal teams for contract execution.
Facilitate knowledge building & knowledge sharing on engineering monitoring & evaluation:
- Contribute to the dissemination & sharing of best practices & lessons learned for development planning & knowledge building, including those on gender sensitive approaches, accessibility & climate resilient infrastructures.
- Collaborate & coordinate with government counterparts & other stakeholders on engineering issues, as well as conduct joint monitoring to strengthen cooperation & coordination.
- Train, coach & mentor national institutions, contractors, implementing partners & other stakeholders on the designing, BOQ preparation, technical specifications, reporting formats & on the supervision / monitoring of implementation, ensuring quality control & application of international standards.
Project reporting
Under the overall guidance of the ERA Project Manager & the direct supervision of the ERA Project Engineer, the Civil Engineer will operate within a matrix management structure & also report to the Head of the Engineering Unit. The Civil Engineer will coordinate closely with the ERA Project Engineer to ensure alignment with operational & strategic objectives. This matrix arrangement requires consistent communication & collaboration with both the ERA project team & the engineering unit to ensure efficient task delivery, technical quality & adherence to project priorities.
Key competencies
- B.Sc. in civil engineering.
- Minimum 7 years of relevant professional experience in civil engineering / construction infrastructure, including experience managing construction contracts & supervising community infrastructure projects (as well as supervision of rehabilitation).
- Record of participation in at least 5 assignments / projects of similar nature & degree of complexity (e.g., as Supervising Engineer, Site Engineer, Resident Engineer, Construction Engineer Consultant, Construction Contract Manager).
- The relevant construction projects would include the construction / or complex infrastructure development projects that combine works.
- Experience using computers & office software packages (Word, Excel etc.), engineering programs (AUTO-CAD, CIVIL-3D), Arc-GIS & advanced knowledge of web based management systems.
- Knowledge of international standards for construction projects & contracts management (ISO standards, British standards, FIDIC contracts etc.) & experience from international donors funded construction projects.
