Objectives
Under the supervision of the project officer, WASH and SNFI PA is responsible for participate/lead BOQ production, prepare reports, follow up project implementation in the field and evaluate the technical work of contractors and participate/supports WASH/shelter departments.
He / She will be joining a motivated, supporting, and skilled WASH and Shelter team in expansion, currently supervising diverse projects in Hasake and Deir Ezzor governorate.,
Activities include:
- Water station rehabilitation
- Water networks rehabilitation,
- WASH facility rehabilitation in public institute and collective centres
- Sanitation facilities (Wastewater networks rehabilitation, drainage network rehabilitation, sewage network rehabilitation)
- Rehabilitation of schools, buildings, public facilities,
- Any other aspects of the projects related activities
He/she will also be responsible for ensuring best practices and lessons learned are implemented and oversight of project cycle management.

The WASH and SNFI PO is responsible for ensuring that all relations with the communities with which we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED program objectives, activities, and methodologies. Duties and Responsibilities
Under the supervision of the WASH and SNFI PO, WASH and SNFI DPM.
WASH and SNFI PA responsibilities include:
- General responsibilities:
- Supervision on implementation of rehabilitation projects (Health centers, water stations, sewage networks, WASH facilities in public institutes and collective centers …).and ensure quality of implementation.
- Support projects regarding the rehabilitation of Wash and SNFI projects.
- Participate/lead and conduct needed assessments for activities with the team.
- Participate/lead BOQ for all activities and ensure the quality.
- Participate/lead documents of activity (MOU, assessment, approvals) and communicate with related authorities.
- Supervision on implementation of rehabilitation projects (Health centers, water stations, sewage networks, WASH facilities in public institutes …).
- Participate in identifying best practices and lessons learned.
- Work with the WASH and SNFI PO and Project Manager to ensure proper documentation and evidence base.
- Regularly following up with the IPs and ACTED project engineers and others as required to ensure high quality, timely, for activities implementation.
- Follow up timelines for rehabilitation, managing contractors and daily laborers to achieve timely and quality rehabilitations.
- Demonstrates proactivity, suggesting ways to better support and enhance ACTED’s rehabilitation activities.
- Supervision on implementation of rehabilitation projects (Health centers, water stations, sewage networks, WASH facilities in public institutes and collective centers …).and ensure quality of implementation.
- Reporting
- Prepare daily and weekly progress reports and maintain the relevant project records.
- Collect, organize, and share photos of program implementation; categorize before- and after photos of activities to support ACTED’s evidence base and measurement of impact.

REQUIRED QUALIFICATIONS
Education & Experience
– Bachelor’s degree in Civil Engineering.
– Minimum years of relevant experience in NGO WASH sectors.
– Preference given to candidates with ACTED experience.
– Minimum 1 year of field experience supervising WASH infrastructure rehabilitation:
– Water station rehabilitation
– WASH facilities in clinics/schools
– Collective centres rehabilitation
Technical Skills
– Proficient in Microsoft Office Suite.
– Demonstrated expertise in Bill of Quantities (BOQ) production.
– Proven ability to produce technical assessments and activity reports.
Language & Mobility
– Basic in English and Fluent in Arabic (written and spoken).
– Ability to travel locally/regionally as required.
