The Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) (P175525) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes Provision of technical support and guidance for the development of hydrological and meteorological services for the improvements of Flood Early Warning System and Procedures, and National Flood Risk Mapping.
Firm Profile and Experience
- The firm should have been in existence in the last 10 years
- Core business of firm: In Environment, disaster management, flood risk modeling/management, early warning systems etc.
- Record of experience of at least 3 (three) similar consultancy assignments
- Availability of Key Experts as per the ToR
The Consultant will be composed of a team of experienced experts in meteorology and hydrology and should provide information demonstrating that they have the required competency and relevant experience to perform the services for the target assignment. While it is left to interested bidders to propose the team which in their view will be required to complete all of the tasks specified in the deliverables, the scale of the tasks suggests that, as a minimum the team should comprise of at least nine key experts covering the following areas:
- Hydrology and hydrological forecasting with in-depth knowledge of the models appropriate to flash and urban flood forecasting.
- Flood forecast delivery and communication, including the interpretation of flood forecast information by DRM agencies, national and local government officials, and other decision-makers relevant to public safety.
- Training and mentoring in meteorological and hydrological observations, ICT, and flood forecasting both as distance and in-situ training, as well as in leadership, project management, and stakeholder engagement. The training might be delivered in collaboration with competent and experienced partnering institutions in the region, for example, the Kwame Nkrumah University of Science and Technology (KNUST) at Kumasi, Ghana, AGRYHMET, or similar centres of academic excellence, and the Ghana Meteorological Service (GMet) and Ghana Hydrological Services Department for on-the-job-training in weather and hydrological forecasting.
- Weather forecasting with in-depth knowledge of the models and forecasting tools being used by
The Gambia Met Service providers.
- Expertise in forecast delivery and communication, including in the provision of hydro-met information via a smartphone app which can provide real-time nowcasting products to users.
- Instrument and ICT experts advise and provide in-situ assistance on the operation of the meteorological and hydrological observation equipment relevant to water level monitoring and flood forecasting, and any other technical equipment used in the production and dissemination of flood forecasts and warnings.

Duration:18 (eighteen) months from the date of contract signature.
The West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consulting firms is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Firm will be selected in accordance with the Selection Based on “Quality and Cost Based Selection” (QCBS) Method which is available on the Bank’s website set out in the Procurement Regulations.
