Education/Professional Background:
Diploma in Civil Engineering or pre-diploma or equivalent. At Least 5 years’ experience for Diploma in Civil Engineering and more than 10 years of experience for TSLC of experience in rural WASH infrastructures and gravity/lifting water supply projects. CQS must have a proven experience to prepare design- survey-estimates of WASH infrastructures and be able to support WUSC in planning, implementing and finalizing their WASH schemes Measurement Book. The Construction Quality Supervisor in conjunction with Social Mobilizer will have to mobilize and motivate the local community in support, monitor the WASH construction activities and their sustainability.

Job Description:
- Oversee the effective implementation of the project in coordination with the Provincial coordinator and Program Manager.
- Ensure that all construction activities meet RWSSP, DWSSM, and organizational standards and specifications.
- Conduct Scheme Surveys and facilitate in design estimate preparation of the project;
- Making sure technical designs and drawings are followed correctly during the implementation phase;
- Training of community members, VMW/Pump Operator(PO) of WUSC in operation and maintenance of installed systems including water supply, solar, and water treatment.
- Assessing the environmental impacts and risks connected to projects.
- Managing, directing, and monitoring technical progress during each phase of the project.
- Judging whether the project is workable by assessing materials, costs, and time requirements.
- Regular reporting of the technical progress and activities to the direct supervisor.
- Responsible for all the technical and non-technical training to be provided to the community members in each phase of the project.
- Mobilize and build the capacity of Water User and Sanitation Committees (WUSCs) and Community Technicians on O&M, sustainability, and quality monitoring.
- Ensure proper documentation of as-built drawings, material use logs, measurement bill and community handover records.
- Make sure that all concerned procurement and logistics policies are followed during the project implementation.
- Creatively solve problems that arise within communities and local authorities in providing WASH solutions.
- Ensure that all project activities are in accordance with the budgets available and being implemented on schedule.
- Supervise and support community technicians and local masons in implementing technical designs correctly and safely.
