POSITION DESCRIPTION

DEPARTMENT/PROGRAM: WRITC Tribal Water Engineer

POSITION : Hydrologist Engineer

HOURLY: $ D.O.E SALARY:

SUPERVISION: This position is under the Direct supervision of the Wind River Inter-Tribal Council.

GENERAL STATEMENT:

The Wind River Water Resources Control Board is seeking an individual to fill the position of the Tribal Water Engineer (TWE). The TWE is responsible for administration and enforcement of the Wind River Water Code, established as framework of the tribe’s federal reserved water right.

DUTIES AND RESPONSIBILITIES:

  • The Tribal Water Engineer/Hydrologist is responsible for the administration and

enforcement of the Wind River Water Code, informs the Wind River Water Resources Control Board and Wind River Inter-Tribal Council (WRITC) on all aspects of hydrological activity, including, legal, administrative and technical aspects that have a direct bearing positive or negative, on water resources encompassing the exterior boundaries of the Wind River Reservation.

  • To develop hydrological, technical and educational information that directly expands tribal court awarded water rights, carry out hydrological research design develop initiate projects utilize and develop Geographical Information System technologies, Computer Aided Design Systems, Computer database development, hydrological Computer Modeling, hydrological data collections and attention to emerging/developing technologies on hydrological systems/components and technologies in all arenas of hydrology.
  • To actively research, maintain, analyze and present hydrological data to tribal decision makers. To seek out qualified professionals when expertise is needed, that is beyond the resource capability of the OTWE office. To implement policies and procedures in accordance with the Wind River Water Resource Control Board, declare hydrological conditions each irrigation season such as normal, surplus and drought conditions.
  • To utilize legal consultation on matters or actions which threaten the integrity of the tribal awarded right or injurious to the tribe or tribal members.
  • To prepare an operating budget and pursue funding other than tribal sources that are in the best interest of the tribes and tribal members. And oversee the contracts and budgets.
  • To hire personnel, with the oversight on training and maintaining qualified staff on all aspects of hydrology relating to tribal awarded water rights both in an ongoing technical capacity and administrative capacity for the purpose, function and role of the Office of the Tribal Water Engineers Office.
  • To present and make available to the Water Board disputes, activities, complaints and other matters that impact 1868 tribal water rights.

SKILLS & QUALIFICATIONS:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
  • Must be a qualified hydrologist and a water resource manager.
  • Fact-finding and information gathering to improve water resource management.
  • Ability to communicate effectively, both orally and in writing in order to provide

information advising the Water Board and WRITC of the tribes on water related issues.

  • Ability to follow verbal and written instructions, meet deadlines, maintain a steady job attendance, accuracy in accomplishing work, perform duties in a timely manner.
  • Establish effective working relationships with fellow employees, WRITC and Wind River Water Resource Control Board.
  • Must pass a pre-employment drug screening.
  • Must have a valid State Driver License.

EDUCATION :

  • With a minimum education level of a Masters degree in a water-related field, or with a

Bachelor’s degree and not less than a four (4) years experience in water resource

management, water rights administration, or water development or engineering.

REQUIREMENTS :

  • Must be at least 21 years of age and of good moral character.
  • Must deal with the public and staff in a positive and objective manner and maintain the

utmost confidentiality with WRITC and WRWRCB documents.
