This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
 
This Hydrogeologist position is located in the UST Section at the Mooresville Regional Office and is responsible for advanced geological or hydrogeological studies, case analysis and managing related projects pertaining to the UST Program.  Legislation including Session Laws 2013-413, 2014-120, 2015-241, 2015-286, and 2016-94 have increased the need for advanced hydrogeologists within the section. Emphasis in this role is on providing independent expert knowledge, program/project management, decision making and analysis, geologic/hydrogeologic analysis, leadership and communication to other experts and consultants, industry specific owners and operators, local governmental officials, other state officials and program managers, and others for the purpose of explaining rules and regulations, gaining compliance with rules and regulations,  and application of environmental policies and procedures for a wide variety of situations in investigation, assessment, and remediation activities and in interpreting information regarding problems of routine and non-routine nature.  The Hydrogeologist is responsible for providing a high level of technical assistance and advice to responsible parties, their environmental consultants, licensed geologist/hydrogeologist, licensed engineers, and their other representatives. Furthermore, the hydrogeologist will negotiate workable agreements to correct problems with other State Agencies, local agencies, responsible parties, lawyers, consultants, etc. Provide authoritative advice/recommendations on program elements to State and Local agencies, responsible parties, consultants, etc. and assist them in implementation of program requirements. May serve as a team leader. Coordinate efforts within an area of assignment and provide leadership in formulating methods for getting results through cooperative efforts. Resolve conflicts and controversial disputes over the applicability of statutes, rules and guidelines. May serve as an expert witness in litigation regarding geology and hydrogeology. The Hydrogeologist must also perform other related duties as assigned by the supervisor.  

Key Responsibilities: 

  • Provide expert knowledge of pertinent rules, regulations and policies for petroleum and hazardous substance UST releases and petroleum releases from non-UST sources to responsible parties (RPs), environmental consultants, owners and operators, other state or local officials and other interested parties.
  • Provide project management oversight for a wide variety of environmental and geologic/hydrogeologic investigations, assessments, and remediation activities.
  • Provide a high level of technical assistance and advice to internal colleagues, RPs, environmental consultants, owners and operators, other state or local officials and other interested parties.
  • Provide leadership and communication, with colleagues and interested parties, to formulate methods for achieving results through cooperative efforts. 

The Division of Waste Management:
The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. Minimum Education and Experience Requirements

Bachelor’s degree in geology, hydrogeology, geosciences, physical science, environmental or natural resource sciences or engineering with 30 credit hours of geological science course work or a closely related curriculum from an appropriately accredited institution and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
