POLICY OFFICER – HEALTH
Contract type: 12 months Fixed Term, Full Time
Location: Montserrado, Liberia. Subject to Right to work.
About WaterAid
WaterAid Liberia has over the past two years been implementing its 2023-2028 Country Programme Strategy (CPS) which sets a 5-year building block towards delivering a more influencing-led programme over the strategy period. This new CPS does not only build on progress from previous CPS but also outlines key shifts in strategic focus required for a more catalysed change to achieve maximum impact from our work in Liberia.
About the Team
The WaterAid Liberia team will support together the Policy & Advocacy Team to streamline the CP’s advocacy work and ensure all sub-plans on advocacy and campaigns are aligned and implemented according to the Country Programme Strategy (CPS).
About the Role
The Policy Officer – Health will support the implementation of WaterAid Liberia Country Programme Strategy with particular emphasis on policy advocacy, research, influencing and communications work. The position holder is a member of the WaterAid Liberia Policy and Advocacy Department but will work closely with the entire programme team to ensure grassroot advocacy and programme learnings are used to influence wider change in policies and practices within and beyond WaterAid Liberia operational areas. The position holder will also work together with the Integrated Programme Officer to streamline the CP’s advocacy work and ensure all sub-plans on advocacy and campaigns are aligned and implemented according to the Country Programme Strategy (CPS). She/he will also work directly with and support all WaterAid’s CSO partners in Liberia and Government stakeholders, including relevant government ministries, local government authorities, NGO partners, Community based organizations and relevant coalitions and networks to build capacities, mobilize resources, coordinate activities and monitor the WASH sector performance.
You’ll also:
- Coordinate and work with local NGOs and CSO partners to implement WaterAid’s WASH in Health projects which are aimed at improving health outcomes and support its WASH Financing initiatives around increased quality and quantity of WASH Financing across in Montserrado, Grand Cape Mount and at national level in Liberia.
- Specifically support the management and implementation of WaterAid’s WASH and Health Project – Empowering Safe Motherhood: Integrating WASH for Quality Maternal and Newborn Care in Grand Cape Mount County, Liberia.
- Work with the Liberia CSO Coalition and conduct partnership assessment by reviewing governance, legitimacy and legal compliance, financial and programme management and competence
- Support the development or review of programme strategy for local partners and ensure their strategic plans are well aligned to the prevailing context, the WaterAid Country Programme Strategy, and are designed to trigger the required policy and behavioural changes
- Work with the Communications and Media Manager, NGO partners, CSO Coalition Network, and regularly document learnings for evidence-based advocacy, and support content gathering for media coverage at all levels.
- Actively contribute to PMER processes in the Country Programme including departmental meetings, MMMs, quarterly, six months and annual reviews, Project and Programme Performance Reflections (PPRs), staff planning meetings, and budget holders’ meetings, and other quality assurance processes within the CP.
Requirements
To be successful, you’ll need:
- Minimum of 5 years’ in public health advocacy, and of working with and coordinating activities of CBOs, CSOs and networks involved in policy advocacy and campaigns.
- Working with government institutions, NGOs, and multilateral organizations
- Fundraising and donor relationships.
- Working with local and national government in creating and engaging on critically- engaging platforms with underserved people and their organizations.
- Leading and facilitating campaign activities.
- Managing advocacy projects and working with the media.
