The Government of The Gambia, through the Ministry of Agriculture, has received financing from the World Bank for the implementation of the Gambia Inclusive and Resilient Agricultural Value Chain Development Project (GIRAV). Part of the proceeds will be used to engage a qualified individual consultant to serve as Project Water Supply and Sanitation Engineer/Specialist to support the implementation and management of the GIRAV project.
Objectives and Scope of Work
The Water Supply and Sanitation Engineer will be responsible for leading the design, implementation, and oversight of water infrastructure components under the project. This includes, but is not limited to: water treatment plants, solar-powered boreholes, chlorination systems, distribution networks, and improving access to water, sanitation and hygiene (WASH) facilities in selected schools and hospitals across key project locations—Kanuma/Barra, Farafenni, Mansa Konko, Bansang, and Basse.
The Engineer will work in close coordination with the CPCU Rural Engineer, other consultants, contractors, and project stakeholders to ensure timely and quality implementation of the water supply and sanitation components.
Key Responsibilities
- Lead the design and preparation of tenders for water-related subprojects (intakes, transmission/distribution systems, treatment plants, reservoirs, etc.).
- Provide technical advice and strategic input on water-related components and support the project team in implementation.
- Review design parameters and collaborate with NAWEC and the Owner’s Engineer.
- Develop bills of quantities, technical specifications, and cost estimates.
- Participate in procurement processes, bid evaluations, and contract negotiations.
- Monitor implementation, prepare progress reports, and conduct site supervision.
- Support environmental and safeguards assessments related to water infrastructure.
- Engage in World Bank supervision missions and project status updates.
- Support capacity building and training efforts for project staff.
- Ensure all deliverables and infrastructure meet technical and environmental standards.
- Finalize list of selected project sites based on the selection criteria in close coordination with the National Agency Water and Electrical Company (NAWEC) and other stakeholders
Qualifications and Experience
- Bachelor’s degree or higher-level degree in Water Supply and Sanitation Engineering, or Water Resources Engineering.
- Minimum of 7 years of professional experience in:
- Designing and planning water supply systems including intakes, transmission/distribution systems, treatment plants, reservoirs, etc.
- Preparing technical specifications, cost estimates, and design reports (preferably in accordance with World Bank or similar procedures).
- Reviewing and assessing design documentation for construction and maintenance.
- Regional/international experience in water systems and strategies under similar conditions.
- Proficiency in AutoCAD, WaterCAD or similar hydraulic design software.
- Strong interpersonal, communication, analytical, and decision-making skills.
- Fluency in spoken and written English.
- Age must not exceed 55 years.
Duration
The position is full-time for an initial duration of five (5) years, renewable annually based on satisfactory performance.
Selection Method
A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank Procurement Regulations for IPF Borrowers, September 2023 Edition.
Interested consultants should pay particular attention to the World Bank’s policy on conflict of interest as outlined in Section III, paragraphs 3.14, 3.16, and 3.17 of the aforementioned Regulations.
