Why does the job exist?
This position is located in the Office of the State Engineer, Litigation and Adjudication Program, Hydrographic Survey Bureau and will perform the basic engineering, surveying, geography, and/or natural resource management functions and related activities, including operating Geographic Information System and Global Positioning System software, performing aerial photography analysis and mapping, and title examination and abstraction to locate sources of water, usage patterns, and ownership history.
How does it get done?
The following job tasks for this position are:
1. Compile, organize, and analyze current as well as historical water rights data from internal departments and
outside organizations and reconciling the data with a Geographical Information Systems database.
2. Collect field data using Global Positioning Systems hardware and software.
3. Perform aerial photography analysis and mapping to locate sources of water and usage patterns.
4. Generate maps and legal reports describing the elements of a water right.
5. Establish contact and meet with claimants to gather information for their water right.

New Mexico State Engineer in preparations for the adjudication of Water Rights.
Ideal Candidate
The ideal candidate will have the following:
1. Bachelor’s degree in Engineering, Geomatics, Water Resources, Geology, Geography,
Agricultural Sciences/Natural Resources, or in a Physical Sciences related field.
2. Experience with GIS software, title examination, records research, and drafting property boundaries.
Minimum Qualification
Bachelor’s degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Worked is performed in an office setting with extensive personal computer and telephone usage with extended periods of sitting. This position will also require fieldwork and interactions with the public to investigate agricultural tracts of land. Must be able to lift at least 25 lbs. Must be able to walk in the field on uneven terrain.
