PURPOSE OF THIS CONTRACT

The Oxfam Mekong Water Governance Program is seeking an external consultant to synthesize and consolidate the annual reports, mid-term review, final evaluation, case studies and program documents into a completion report for the Strengthening Climate Resilience in the Mekong Sub-region (SCR) Project.

PROJECT BACKGROUND AND CONTEXT

The Strengthening Climate Resilience in the Mekong Subregion (SCR) project is an AUD 4.5 million initiative funded by the Australian Department of Foreign Affairs and Trade (DFAT), implemented from March 2022 to November 2025. The project aims to strengthen the resilience of riverine communities and local governments across Cambodia, Lao PDR, Thailand, and Vietnam against the adverse impacts of climate change and disasters. By facilitating inclusive and locally driven Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) planning, SCR seeks to reduce vulnerabilities while promoting collaboration across stakeholders. Oxfam leads the implementation in partnership with civil society organisations, local authorities, academic institutions, and regional bodies, emphasising inclusivity through Gender Equality, Disability, and Social Inclusion (GEDSI) principles.

By the end of the project, it aims to achieve the following three outcomes:

  1. Target riverine communities are implementing inclusive Disaster Risk Management and Climate Change Adaptation (DRM/CCA) plans
  2. Local authorities are supporting communities to manage disaster and climate-related hazards
  3. Improved hydro-meteorological data is used by riverine communities and Disaster Risk Management (DRM) authorities.

This consultancy will support the synthesis and consolidation of project outcome results from 2022 to September 2025 into a comprehensive completion report.

SPECIFIC OBJECTIVES

The specific objectives of the consultancy are aimed at:

  1. Design and facilitate a regional project closure workshop as part of learning, outcome harvesting and celebration of project outcomes.
  2. Documentation the outcomes of the regional project closure workshop and turn into a report.
  3. Review, synthesise and consolidate the project results of the entire project life into a completion report narrative.

SCOPE, APPROACH, AND METHODOLOGY

The consultancy will ensure that the completed work is delivered within the agreed timeframe, maintaining high- quality reporting that meets Oxfam’s standards and is accepted by the donor. The consultancy will rely on a desk review of available documents provided by Oxfam’s Program Management Unit (PMU) and country teams.

In parallel with the project completion report, the consultant will also support the design and facilitation of a regional workshop involving key project stakeholders. This workshop will provide an opportunity for reflection, learning, and celebrating the project’s success.

The consultancy timeframe will span from August to November 2025, with work being carried out periodically as outlined in the “Tasks and Timeline” section below.

  • Document Review: Oxfam will provide essential project documents, including project reports, technical reports, baseline study reports, the Midterm Review Report and management response, the MEAL framework, the No-Cost Extension Proposal, Project Impact Stories, Outcome documentation, endline evaluation and other relevant key documents.
  • Regional Project Closure Workshop: Based on the desk review, the consultant will develop a concept for the regional workshop in consultation with Oxfam project team members. The consultant will also lead the facilitation of the workshop, including reporting and integrating the results into the completion report as appropriate. The workshop must be designed in consultation and contribution from Oxfam team. The method of facilitation should be a participatory approach, ensuring interactive and proactive engagement from participants.
  • Report Consolidation and Writing: The consultant will ensure the report’s content is high-quality and aligns with the reporting style expected in development project reports. The main content will primarily focus on outcome-based reporting, which clearly illustrates the contribution of the identified outcomes and sustainability aspects. Oxfam will provide a standardised report template.

TASKS AND TIMELINE

The consultant is expected to deliver the following outputs. The number of proposed working day should not exceed 20 days in the period of August-November 2025.

During this session, Oxfam will provide a brief orientation on the project, expectations of the report quality and facilitate discussions on task planning, including preparation of the regional project closure workshop. Important to be clear on agreed timeline, coordination, ways of working, and expected support. 1st – 2nd weeks August 2025
DESK REVIEWThe consultant will be required to review key documents provided by the Oxfam team, including those listed in Annex One, as well as any additional relevant documents that are appropriately available.2nd week of August – 1st week of September 2025 
REGIONAL PROJECT CLOSURE WORKSHOP FACILITATIONThe consultant will take the lead in designing the session concepts, facilitating the sessions, with support and contributions from Oxfam and its partners.3rd week of August 2025
REGIONAL PROJECT CLOSURE WORKSHOP REPORTThe consultant will document and draft report after the workshop. Oxfam relevant team members will contribute inputs and validation to the report.4th Week of August 2025
REPORT DRAFT AND DRAFT SUMISSION.The consultant will synthesize, formulate, and consolidate the content into the provided report template before submitting it to Oxfam for feedback and approval. Oxfam will take two weeks to review and comments for draft finalisation.3rd week of September 2025 
REVISE THE REPORT, INCORPORATING COMMENTS FROM OXFAMAfter submitting the first draft, Oxfam will take at maximum of two weeks to provide feedback, which the consultant will then address. The final Report is submitted to Oxfam.2nd week of October 2025
FINALISE THE REPORT, INCORPORATING COMMENTS FROM DONOROnce the donor provides comments within two weeks, the consultant will address donor comments with support and recommendations from the Oxfam team. A written response note to comments from the donor is required. The final report is submitted to Oxfam.1st week of November 2025

KEY DELIVERABLES

  1. Regional project closure workshop design concept
  2. Regional workshop documentation/report
  3. Project completion report

Note: Oxfam will provide the necessary documents to the successful candidate during the inception report. 

BUDGET AND PAYMENT SCHEDULE

The proposed budget should cover professional fees and tax obligations. Other cost incurred related to the regional workshop, including flight, accommodation, food allowance will be covered by Oxfam. Remuneration is based on the submission of final deliverables according to the schedule. Each deliverable is required to be approved by the Reference team before the release of each payment.

  • 1st Payment (30%) – After contract signing and finalisation of the Inception plan. 
  • 2nd Payment (40%) – After the first draft report submission.
  • Final payment (30%) – After confirmation of the final draft report.

CONSULTANCY PROFILE REQUIREMENTS

  • Proven experience in report writing and editing, particularly for development project reporting. Experience in the field of natural resource management, Climate Change Adaptation, Disaster Risk Management, and water governance in the Mekong Region is preferred.
  • Strong understanding of monitoring and evaluation principles and result based reporting.
  • Excellent writing and editing skills with a focus on clarity, conciseness, and accuracy.
  • Deep understanding of GEDSI integration and GEDSI analysis.
  • Strong analytical skills and experience presenting the results through infographic.
  • Experience working with donors and development agencies is preferred.
  • A high level of proficiency in business-standard written and spoken English is required.

DESIRABLE

  • Understanding of DFAT standardised reporting criteria and strategic development program.  
  • Experience in reporting multi-country projects and/or regional projects in particularly in the Mekong region.

USE OF AI

The Consultant/s must produce all written deliverables under this consultancy independently and in their own words. All findings, analysis, and written content must be based on original research and critical thinking and not generated by artificial intelligence systems. Automated tools may be used for limited and clearly defined purposes such as:

•   Spell check and grammar correction (e.g., Microsoft Word Editor, Grammarly),

•   Transcription of interviews or meetings (e.g., Zoom transcription),

•   Basic qualitative data summarisation or analytics support, where appropriate.

The use of such tools must not replace the Consultant’s responsibility for interpretation, synthesis, and articulation of findings. Any use of automated or AI-enabled tools in the process must be approved, in writing, in advance, and transparently disclosed in the final report. Under no circumstances may confidential or sensitive information be uploaded to any AI-enabled platform.

Oxfam reserves the right to reject and withhold payment for any deliverables that are found to be substantially generated by artificial intelligence beyond those explicitly permitted.
