CAFOD Sudan is seeking a qualified candidate to contribute to CAFOD’s involvement in the Sudan Programme in line with the Country Humanitarian Strategy (CHS) by leading the day-to-day management of CAFOD-supported WASH, Hygiene Promotion programme and partnerships.
Key Responsibilities:
Programme management and development in line with the direction set by the Humanitarian Strategy:
- In co-operation with partners, develop and manage CAFOD-supported WASH software(Hygiene Promotion) programmes in Emergency and Post Emergency programmes (this will include long-term development and advocacy), contributing to the development and review of CAFOD’s Humanitarian Strategy and programme frameworks.
- Identify WASH Software (hygiene) gaps in the targeted communities and advocate for addressing these gaps jointly with the IPs and local leadership in coordination with the PM-WASH.
- Lead and coordinate hygiene promotion activities across all targeted areas, appropriate to the context, in close collaboration with community Hygiene Promotors/Volunteers to ensure that the technical and social aspects of water and sanitation programming are integrated.
- In coordination with the IPs and health authorities, support the mobilisation and training of volunteer Community Hygiene Promotors (CHPs) to support WASH/hygiene promotion activities in communities, camps, and schools and ensure quality hygiene promotion activities are conducted regularly.
- Closely coordinate and collaborate with the PO-WASH in charge of WASH infrastructural activities to integrate software and hardware WASH components, promoting community participation and accountability while providing accurate and timely reporting of activities according to CAFOD, donor, and other applicable timeframes and formats.
- Promote gender and protection mainstreaming in WASH response programming in liaison with the PO-Protection, with a focus on Child Protection and GBV, while ensuring women have influence in decisions around WASH programming initiatives.
- Continuously monitor and supervise the WASH Software (Hygiene) component of the programme, overseeing the technical design, execution, and evaluation of progress through outputs and impacts, utilising both quantitative and qualitative data.
- Jointly responsible with partners for the effective implementation, monitoring, evaluation (including facilitating external assessment) and reporting on programmes in line with jointly agreed standards (programme cycle management) and donor requirements.
- In agreement with partners, jointly develop emergency programmes and project proposals and assess the existing capacities to manage and implement the work. This includes leading the preparation of funding applications and reports for external funders in collaboration with the PM-WASH and the Programme Development Funding Officer (PDFO), as well as developing partner capacity development plans to address capacity issues.
- Promote, capture and disseminate learning from partners and programmes, ensuring that this informs future programme development.
- Contribute, where appropriate and in agreement with partners, to the advocacy and information work that supports partners’ efforts with relevant stakeholders at the state and federal levels.
- Oversee and support (where appropriate) the work of Programme Accompaniers and consultants working on CAFOD-supported programmes.
- Respond to emergencies as they occur, as requested by the WASH PM.
- Keep updated with development issues and trends within the country.
- Monitor the political and security context to contribute to CAFOD’s organisational risk assessments and security plans.
- Realise CAFOD’s principles by acting in line with CAFOD’s partnership standards and by promoting and supporting partners’ adherence to jointly agreed accountability, gender, safeguarding children, supply chain management/procurement good practice, and other standards as these emerge.
Managing effective relationships with partners:
- In coordination with the PM-WASH, develop, nurture and manage relationships with CAFOD’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools.
- Collaborate with partners to regularly evaluate the quality of the relationship, ensuring that effective communication channels are established and any identified shortcomings are addressed.
- Invest in partners’ capacities by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources. This can be facilitated by a facilitator or provided directly through specific capacity-strengthening support.
- Support partners in accessing the necessary tools and resources to implement their capacity development plans successfully.
- Coordinate with partners to organise and undertake field monitoring visits and, where relevant, accompany partners during these visits.
Internal and external representation:
- Coordinate with the PM-WASH and Surge Programme Manager to develop, nurture, and sustain effective relationships and communication with relevant stakeholders, including local governments, national networks, and other agencies at the state and federal levels. This will include other Caritas/CIDSE agencies.
- In agreement with the Country Representative or PM-WASH, sustain relationships with relevant bilateral agencies, seeking opportunities for programme funding, where applicable.
- Communicate with other teams within CAFOD to ensure that the programme is well understood and that information is readily available for fundraising and other purposes, including publications, media briefings, education, and other communications. This may involve participation in sessions or events with supporters, communities of practice, working groups, and other relevant groups, as agreed upon with the appropriate manager.
Financial management and monitoring of programmes and projects:
- In close cooperation with the relevant roles in the finance and funding teams, prepare, manage and monitor CAFOD and partner-led expenditure budgets, as agreed with the PM-WASH or Country Representative.
- Deliver the programme within agreed budgets or instigate revisions according to evolving needs, per CAFOD’s finance guidelines and procedures.
- Develop and monitor relevant risk registers in collaboration with the PM-WASH and Country Representative.
- Where appropriate, commission and manage (with partners) audits for programmes and projects.
- Conduct partner financial profiles and reviews in collaboration with the finance team.
Systems and Compliance:
- Effectively use CAFOD’s programme management information systems[1] to ensure up-to-date programme and project information. This will include producing management information to support decision-making.
- Ensure compliance with agreements, regulations, and requirements associated with our work.
Thematic focus: Complement partners’ thematic understanding of WASH Software (Hygiene), contributing to the development of relevant interventions that bring about positive change.
Safeguarding
All CAFOD staff share responsibility to promote and maintain a strong safeguarding culture, including identifying the key actions they should take given their role and responsibilities.
Job-specific competencies:
- Degree in Public Health, Environmental Health, or a related field.
- Minimum 3 years’ experience in hygiene promotion and WASH emergency response.
- Understanding and first-hand experience of institutional funding work/projects, priorities, trends and donor conditions.
- Experience using programme cycle management tools effectively to deliver work within an agreed programme framework;
- Able and committed to working with and developing the capacity of local partner organisations/ National NGOs; first-hand work experience with a values-based partnership approach.
- Financial management understanding and experience;
- Ability and willingness to travel, sometimes at short notice and to areas of risk.
- Fluency in Arabic and English.
