Job Description

Hydrologic Scientist I (Environmental Scientist I)

This position will serve in the Data Services Section of the Utah Division of Water Rights. Working with the Engineering Manager, this position will be part of a team tasked with developing and managing a statewide water rights-related program by reviewing water rights to determine the limits of the rights, the locations they are diverted, how they are conveyed, and the lands that they service. Once these factors are determined team members are expected to verify the findings by meeting with water users in the field.

Responsibilities

  • Assist in the development of the Water Right Network. 
  • Evaluate water right documents.
  • Provide feedback on Water Right Network features and evaluate potential improvements. 
  • Correct previous entries as new data is evaluated. 
  • Coordinate with Water Right Network team. 
  • Meet with water users to verify current uses. 
  • Coordinate with regional staff and others as needed. 
  •  Input water right data into Water Right Network.

Qualifications

Minimum Qualifications:

  • Ability to summarize a technical analysis in written format.
  • Ability to communicate effectively. ? Ability to understand and review engineering documents.
  • Ability to make decisions or recommendations based on available data. 
  • Ability to perform and/or interpret hydraulic measurements.
  • Ability to read and interpret maps. Competence in performing mathematical calculations. 
  • Ability to use computers proficiently.

Preferred Qualifications:

  • Knowledge of and ability to apply water rights laws, administrative rules and office policies and procedures.
  • Knowledge of principles of evapotranspiration, beneficial use and how to apply in complex water right problems.
  • Ability to apply principles of water distribution to complex water systems.
  • Ability to prepare and use water distribution models.
  • Ability to interpret and apply water right database as an analysis tool.
  • Knowledge of and ability to use GPS equipment. 
  • Skilled at applying hydrology and hydraulic principles in the analysis of water rights.

Ideal Candidate:

  • A working knowledge of Utah water rights, their characteristics and attributes.
  • A working knowledge of Division of Water Rights policies and procedures. 
  • A knowledge of research and investigation methods and techniques. 
  • Ability to use logic to analyze or identify underlying principles, reasons or facts associated with information or data to draw conclusions.

  • Risks which require the use of special safety precautions and/or equipment, e.g., working around operating machines, working with contagious diseases or hazardous chemicals, etc.
  •  Work requires physical exertion. May require the ability to stand; walk over rough surfaces; bend, crouch, stoop, stretch, reach, lift moderately heavy items (up to 50 lbs.) in a recurring manner and/or for long periods of time. 
  • Must have a valid driver’s license and the ability to drive 4-wheel drive vehicles. 
  • Must hike to field locations carrying equipment in various weather conditions.
