The salary range for this position is $5,500 – $6,500 per month (dependent upon experience).

Summary of Work

This position will act as a broad support role for the Department. Specifically, the role will support the Department in responding to public inquires and open records requests as well as emerging initiatives, including mediation support for water resource districts, implementation of revised permitting timelines, increased state leadership in areas facing federal funding gaps, and additional responsibilities resulting from the consolidation of boards and commissions. 

Duties and Tasks

  • Oversee and coordinate responses to open records requests, ensuring compliance with North Dakota Century Code requirements, maintaining appropriate documentation, and working closely with legal counsel and department staff to ensure timely and accurate disclosures
  • Serve in a backup role for records management, supporting the agency’s records management specialist as needed 
  • Coordinate the scheduling, logistics, and documentation required for mediation efforts involving local water resource districts resulting from SB 2276
  • Support internal workflow adjustments related to regulatory permitting timelines
  • Support staff in administration and reporting on state and federal grant programs, monitor changes to federal programs, and support state-led initiatives to reallocate necessary resources
  • Serves as a liaison between technical teams, General Counsel and policy staff; collaborate across teams to lead and support departmental change initiatives; and provide cross-functional support where needed
  • Other duties as assigned by the Director

Minimum Qualifications

  • Requires a bachelor’s degree in business administration, public administration, environmental policy, communications, natural resources management or closely associated field as determined by the department
  • 3 years or more of professional experience in government, grant administration, or public policy 
  • Familiarity with natural resource policy, water management, floodplain issues, or permitting processes
  • Strong computer and technical skills 
  • Database management and organizational skills
  • Excellent written and oral communication skills 

Preferred Qualifications

  • Experience or strong interest in water resource project management
  • Experience working with state boards, commissions, or the legislature
  • Demonstrated ability to manage multiple priorities and interface with both technical and non-technical staff
  • Strong writing, research, and organizational skills
