Objectives of the Consultancy

The objectives of this consultancy will be to undertake assessments of climate change vulnerabilities and impacts across sectors, livelihoods, geographies and ecosystems. Vulnerability, as defined by the IPCC, is “the degree to which a system is susceptible to, or unable to cope with, adverse effects of climate change, including climate variability and extremes”. In-depth knowledge and understanding of key climate change vulnerabilities of different livelihoods, ecosystems, and economic sectors is required to be able to design efficient adaptation solutions that target the most vulnerable people, economic sectors, and ecosystems; and to support coordinated decision-making at a local and at a national level. The vulnerability assessment is one of three evidence base assessments that will provide the foundation for the development of the NAP Strategy and Action Plan, and sectoral strategies.

Desired Expertise

–             A Master’s or Doctorate degree in the field of climate science, disaster risk management (with a focus on vulnerability assessment), natural sciences, social sciences applied in the field of natural resources management, economics, development studies, sociology (with focus on vulnerability or resilience), public policy or international development.

–             Resilience thinking or equivalent in any of the relevant NAP Sectors.

–             A minimum of 15 years’ work experience in a technical lead or planning position on development/climate/natural resources management programmes; including proven expertise in

(a)developing and leading vulnerability surveys or similar surveys at national scale considering social-ecological, health, and economic sectors;

(b) working from local to policy level;

(c) data consolidation, analysis and interpretation and creative illustrations of the results.

–             Demonstrated skills in training local partners, workshop facilitation and stakeholder management;

–             Experience of working and collaborating with developing country governments; preferably experience working in Namibia or SADC in the fields of climate change, natural resource management, resilience or similar work;

–             Ability to effectively work in and coordinate with a large, multidisciplinary team of experts and consultants is desired;

–             Strong skills in vulnerability survey design, project monitoring and evaluation are an added advantage.

The location of the assignment is Windhoek, Namibia, with travel to the Regions. The application should include:

  • Technical proposal as described below, including a Curriculum Vitae describing relevant experience in conducting vulnerability assessment especially in dryland contexts;
  • Budget including daily rates and operations;
  • Certified copies of academic qualifications.

This vacancy is open to international candidates but with a preference for national and regional experts.
