Job Description

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

The Bureau of Environmental Planning and Analysis (BEPA), within DEP’s Bureau of Sustainability is currently seeking a Senior Research Scientist to support several strategic initiatives. This position will coordinate across BEPA units including, Integrated Water Management, Green Infrastructure Capital Planning & Partnerships, Municipal Separate Storm Sewer System (MS4) Compliance & Watershed Management, Ecosystem Services and Research & Development, and Green Infrastructure Maintenance to oversee and coordinate cross-program scientific efforts. These efforts include hydrologic and hydraulic modeling and data collection and validation for stormwater flood risk mapping, integration of technical datasets such as impervious cover datasets, rainfall data, land use characteristics and other physical and social indicators into bureau planning tools, pollutant loading and water quality analyses, identification of corrective actions for nature-based stormwater solutions, and cross agency collaboration on stormwater management best practices. Many of these initiatives support NYC regulatory requirements and strategic plans including: 2023 Amended Consent Order to reduce Combined Sewer Overflows (CSOs) and NYC Long Term Control Plans (LTCPs), NYC Municipal Separate Storm Sewer System (MS4) Permit, as well as DEP’s Strategic Plan and forthcoming Stormwater Master Plan.

BEPA seeks a highly motivated Senior Scientist to support these initiatives. Working with senior managers within BEPA and across BOS, the Senior Scientist will have wide latitude for independence. As such, the ideal candidate will have experience organizing and leading teams for high priority initiatives and strong consultant management experience.

Essential job duties include:
– Lead statistical analyses and scientific studies in support of watershed planning and NYC water quality efforts.
– Lead stormwater resiliency hydrologic and hydraulic modeling efforts necessary for updating the NYC Stormwater Resiliency maps.
– Organizing and analyzing complex datasets to inform planning and operational needs across the bureau;
– Oversee interagency and external partnerships for stormwater resiliency mapping and stormwater flood risk communication;
– Manage consultant contracts and ensure deliverables are delivered on time and coordinated across other involved bureaus;
– Lead and conduct research and development studies on nature-based solution siting and operations and maintenance;
– Manage existing external partnerships necessary to achieve as well as develop and foster new partnerships necessary for continued successful implementation of watershed based structural
and non-structural controls for stormwater runoff.
– Work across DEP bureaus and with other NYC agencies to align efforts on stormwater management and ecosystem restoration and services.
– Manage scope, schedule, revisions, and metrics for project assignments and establish project prioritization.

The ideal candidate will have experience in the field of water resources planning and or ecosystem services, with competency in understanding and communicating technical information to a variety of technical and non-technical audiences. Experience utilizing statistical analysis software such as R, SAS and or SPSS is required. This position will be part of a highly dynamic team working on a range of complex tasks simultaneously.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Appointments to this position are subject to a minimum probationary period of one year.

– Experience in ecosystem restoration planning and research – Proficiency with ArcGIS Pro and/or ArcMap Online – Strong analytical skills, with attention to detail – Excellent written and oral communication skills – Experience with stakeholder outreach and engagement – Ability to prioritize and perform multiple tasks under strict deadlines – A valid New York State Driver’s License – Team player, able to work with multiple senior managers and staff teams to help achieve the strategic vision of the Department

New York City residency is generally required within 90 days of appointment.
