1. Background:

Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good. We will not stop. Not until clean water, decent toilets and good hygiene are a normal part of everyday life for everyone, everywhere. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.

As part of our urban WASH initiative, we are developing a Water Safety Planning (WSP) Module tailored to urban settings. This module is aimed at supporting urban stakeholders and institutions in identifying, managing and mitigating risks associated with water supply systems.

We invite sealed quotations from competent agencies for conceptualizing, designing and printing 100 copies of this module.

2. Scope of Work

The agency will be responsible for the following key deliverables:

A. Conceptualization & Content Development

  • Undertake desk research of existing national WSP frameworks.
  • Content creation with inputs from WaterAid India.
  • Incorporate technical content, practical tools, actionable checklists and flow diagrams.
  • Translate technical content into an easy-to-understand and implementable guide for ULBs and practitioners.
  • Language: Hindi .

B. Designing and Layout

  • Design a visually appealing module in line with WaterAid branding and style guide.
  • Include infographics, tables, illustrations, icons and relevant photography.
  • Provide final designs in printable format and accessible digital format (PDF, responsive version optional).

3. Deliverables & Timelines

  • First draft of module content – within 15 working days from contract award
  • Finalized design – within 25 working days from approval of draft
  • Submission of sample copy for approval – within 5 working days post-design approval
  • Final delivery of printed copies – within 15 working days from sample approval

4. Eligibility Criteria

Interested agencies must meet the following minimum eligibility requirements:

  • Minimum 3 years of experience in content development, design, and high-quality printing in the development or public sector.
  • Proven track record in developing technical manuals, toolkits, IEC materials, or policy briefs for NGOs, Government, or multilateral organizations.
  • Should possess a creative team comprising content writers, editors, graphic designers, and print production experts.
  • GST registration, PAN, and recent (FY 2022–23) IT return filing proof.
  • The agency should not be blacklisted by any donor, government, or international agency (self-declaration to be submitted).

5. Evaluation Criteria

  • Completeness and relevance of the proposal
  • Cost-effectiveness
  • Quality and relevance of previous work
  • Timelines and delivery commitments

6. Submission Guidelines

Agencies must submit the following documents in a sealed envelope or via email with the subject line: “Quotation for Urban Water Safety Planning Module – [Agency Name]”

A. Financial Quotation (Annexure I):

  • Itemized cost for each deliverable (Conceptualization, Design, Printing)
  • GST and other taxes clearly mentioned
  • Validity of quote (minimum 60 days)

B. Compliance Documents:

  • PAN, GST certificate
  • Company profile
  • Declaration of not being blacklisted
