Objective and Purpose of the Assignment
Background
This assignment is supported by Sustainable Infrastructure Assistance Program Phase II (SIAP2). SIAP2 is
financed by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Asian
Development Bank (ADB). With a focus on the energy, transport, urban services, and water resources
sectors, SIAP2 is supporting effective identification, preparation, implementation, and financing of
infrastructure projects in Indonesia. Furthermore, SIAP2 provides knowledge, capacity building, and
policy advisory support focusing on SIAP2 crosscutting priority themes (i) promoting innovation and new
technologies; (ii) promoting private sector participation in infrastructure; (iii) introducing
innovative infrastructure financing; (iv) supporting robust upstream planning, project preparation,
public procurement and financial management practices; (v) supporting climate adaptation and mitigation
measures; (vi) mainstreaming gender equity; and (vii) promoting and building on partnerships.
Indonesia’s rapid urbanization and growing infrastructure demands have increased the complexity of
managing large-scale projects, including the 77 National Strategic Project between 2025 – 2029. While
the Ministry of National Development Planning (BAPPENAS) plays a pivotal role in aligning infrastructure
initiatives with national priorities, challenges such as fragmented planning, prioritization, and
monitoring and evaluation, limited coordination among stakeholders, and inefficiencies in implementation
have hindered optimal outcomes. These challenges are further exacerbated by the need to align projects
with broader goals such as climate resilience, inclusive development, and economic sustainability.
To address these issues, BAPPENAS has sought ADB’s support to enhance institutional capacity, improve
coordination mechanisms, and establish a structured framework for coordination, planning,
prioritization, and monitoring and evaluation. Strengthening these systems will enable BAPPENAS to
improve transparency, efficiency, and impact, ensuring that infrastructure investments effectively
contribute to Indonesia’s development goals under the upcoming National Medium-Term Development Plan
(RPJMN) 2025–2029.
ADB aims to support BAPPENAS, particularly the Department of Infrastructure, by strengthening its
capacity to plan, coordinate, and deliver sustainable and strategic infrastructure development. The
scope of support includes assistance in refining national infrastructure policies, enhancing project
planning and implementation processes, and ensuring better alignment with regulatory and budgetary
frameworks. It will also establish a robust coordination, planning, prioritization, monitoring and
evaluation system, including the development of key performance indicators (KPIs) and data-driven
monitoring tools.
For this support, ADB is seeking a Water Supply, Sanitation, and Water Resource Management Specialist to
support BAPPENAS, especially the Deputy for Infrastructure, in prioritizing infrastructure initiatives
that address the water security needs of the country while enhancing efficiency and sustainability.
Objective of the Assignment
The assignment aims to enhance the efficiency and effectiveness of infrastructure investments in the
water and sanitation sector by aligning projects with the RPJMN 2025 – 2029 focus and national demand by
providing expert support in planning and policy development for Indonesia’s infrastructure program and
strategic projects.
Scope of Work
The Water Supply, Sanitation, and Water Resource Management Specialist is expected to conduct a
comprehensive review of existing policies, identification of gaps, development of a project
prioritization framework tailored to water, sanitation, and irrigation sector-specific needs, and
prioritize projects based on the developed framework accordingly. The specialist will consult and
collaborate with consultants supporting other sectors and themes to ensure the government’s broader
goals are considered in the assignment outputs (for example in relation to climate resilience, inclusive
development, and economic sustainability). Additionally, the assignment includes facilitating knowledge
transfer of the assessment and prioritization framework to BAPPENAS staff, ensuring effective
communication of insights and methodologies. Finally, it encompasses preparing detailed reports with gap
assessment findings and actionable recommendations for future strategic planning and investment
decisions.
Detailed Tasks and/or Expected Output
In close cooperation with the BAPPENAS and ADB, the Water, Sanitation, and Irrigation Specialist will
support, but are not limited, to the following tasks:
a) Project assessment and prioritization: Assess water, sanitation, and irrigation sector projects in
alignment with RPJMN 2025 – 2029 focus and country demand to enhance the efficiency and effectiveness of
infrastructure investments in respective sector.
b) Policy and strategy development: Conduct a thorough review on existing policies, strategies, and
programs related to water, sanitation, and irrigation sector investment, identify gaps, and formulate
respective sector project prioritization framework.
c) Knowledge sharing and capacity building: Facilitate transfer of knowledge in relation to the water
and irrigation projects assessment and prioritization framework to the existing BAPPENAS staffs. This
will extend to communication with key partners on how the government’s priorities in the sector can be
translated into tangible investments.
d) Reporting: Prepare comprehensive reports which capture the overall scope of work including gap
assessment, the improved sector specific prioritization framework, and other deliverables determined in
the next section.
Deliverables
With the other project management-related experts and sector-specific experts, the Water, Sanitation,
and Irrigation Specialist is expected to produce the deliverables, which will include the following
documentations:
a) Needs and Gap Assessment Report: A report summarizing key findings from the assessment, highlighting
gaps and opportunities in GOI’s project planning and management in the expert’s respective sector and
policy delivery to guide the next steps.
b) Infrastructure Project Planning and Management Strategy and Policy Report: A summary and analysis of
relevant policies and frameworks—developed in close consultation with BAPPENAS, relevant GOI ministries,
and other stakeholders—including the financing strategy framework and stakeholder management framework.
The consultant will also identify opportunities to map, align, and enhance existing policies, tools, and
frameworks, and provide recommendations on how sector-specific frameworks could be further developed or
refined to better support the objectives of the GOI.
c) Project Progress Report: A report detailing the progress of selected priority infrastructure
projects, in the expert’s respective sector, during the planning and/or implementation phase. This
report will include updates on project timelines, budget allocations, and any challenges encountered,
along with recommendations for addressing these challenges.
d) Final Presentation: A presentation summarizing key findings, lessons learned, and actionable
recommendations for future infrastructure policy and project delivery, to be presented to BAPPENAS
leaderships and stakeholders.
e) Capacity Building: Project assessment capacity building based on the learnings from the
prioritization of projects to relevant BAPPENAS staff, ensuring sustainability of the support provided.
Minimum Qualification Requirements
The Water Supply, Sanitation, and Water Resource Management Specialist should have the following
qualifications:
a) Advanced degree in Civil Engineering, Water Resources Management, or a related field;
b) Minimum of 15 years of professional experience in water, sanitation, and irrigation infrastructure
development, or a related field;
c) Strong understanding of Indonesia’s infrastructure policies and regulatory environment;
d) Proven ability to work collaboratively with multiple stakeholders;
e) Excellent verbal communication skills in both English and Bahasa Indonesia; and
f) Excellent analysis skills.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 15 Years
